Job Duties
Join the Virginia Information Technologies Agency (VITA) as our Human Resource Manager and play a pivotal role in operational excellence.
As a versatile leader, you will oversee general HR operational responsibilities.
This position will work closely with the HR Director, HR Business Partners and the HR team supporting HR operational and transactional functions.
Working as the HR Manager, this role will develop, manage and support HR functions such as operations, reporting, assisting with classification and salary/compensation reviews, support and provide backup duties for benefits, recruitment, and employee relations.
This position will be the initial point of contact for all human resource operations issues.

Minimum Qualifications
Proven experience in HR, including benefits administration, recruitment, onboarding, employee relations, and classification/compensation.
Strong written and verbal communication skills for conveying HR policies and initiatives across all organizational levels.
Proficiency in utilizing HR metrics, analytics, and data to drive HR decisions.
Extensive understanding of HR management principles, employment laws, and HR compliance practices.
Knowledge of compensation strategies, benefits administration, and understanding of payroll operations.
Experience managing position resources to ensure alignment with proposed budgetary employment level.
Proven success in developing and executing recruitment strategies to attract top talent.
Demonstrated ability to analyze complex HR issues, propose solutions, and drive positive outcome.
Experience creating and delivering training to enhance the manager/employee experience.
Experience interpreting HR policies and providing guidance to managers and staff.
Strong multitasking abilities and a collaborative team player.
Technical proficiency with MS Office Suite and HRIS systems (e.g., Cardinal, PageUp).
Experience managing sensitive information with discretion and confidentiality.
Committed to the highest ethical standards in HR activities.
Additional Considerations
Background in human resource management, organizational psychology, business administration, or related fields.
Prior operational, and advisory experience as an HR Business Partner or Generalist.
Professional certification (SHRM and/or HRIC).
Experience managing staff.
