GHS Program Analyst (GH_039)

Duties

Assesses effectiveness or recommends improvement of Global Health Security programming or operational processes and systems encompassing issues that affect aspects of Global Health Security programs.
Participates in developing strategies for implementing Global Health Security programs or operational functions and develops implementation plans.
Assists with conducting comprehensive evaluations of ongoing Global Health Security programs or operational functions to ensure that the organization meets its stated goals and identifies areas for operational efficiency enhancement.
Identifies and proposes solutions to problems that are significant to planning the direction for future Global Health Security programs or operational functions.
Actively participates in appropriate policy formulation for Global Health Security programs or operations; and reviews liaison activities for agency-wide programs or operations in the area of expertise.
As appropriate, establishes and fosters effective working relationships and information networks with stakeholders at all levels of government, the private sector, non-governmental organizations, host country governments, and others.

Requirements

United States Citizenship is required.

Relevant experience (see Qualifications below).

Must be able to obtain and maintain a Secret security clearance.

Males born after 12 / 31 / 1959 must be registered with the Selective Service.

You may be required to serve a two-year probationary period if selected.

Direct Deposit / Electronic Funds Transfer is required.

These are Testing Designated Positions (TDPs) under the Agency’s approved Drug-Free Workplace Program. Once applicants are brought onboard, they will be subject to random drug testing.

Qualifications

Basic Requirements :

Bachelor’s or graduate / higher level degree : major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

To qualify for this position, you must meet one of the following requirements :

Specialized Experience :

GS-9 : You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes :

Assisting with conducting comprehensive evaluations to monitor ongoing infectious disease programs and / or operational functions to ensure organization goals and standards are met; AND

Assisting with actions necessary to maintain or improve the quality of crisis operations programs and / or operational functions; AND

Responding to routine tasks through written or verbal communication using prepared materials, existing templates, and documented guidance to limited audiences; AND

Identifying non-complex organizational policies, regulations, and procedures to apply to the organization’s guidance.

OR- Master’s or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR-A combination of education and experience may be used to qualify you for this position as long as the computed percentage of the requirements is at least 100%.

GS-11 : You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes :

Performing comprehensive evaluations to monitor ongoing infectious disease programs or operational functions to ensure organization goals and standards are met; AND

Participating in the development of actions necessary to maintain or improve the quality of crisis operations programs or operational functions; AND

Responding to complex tasks through drafting new written products such as briefing materials and talking points with limited guidance to internal and external audiences; AND

Identifying complex organizational policies, regulations, and procedures to apply to the organization’s guidance.

OR- Ph.D or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the position’s work.

OR- A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

GS-12 : You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes :

Leading comprehensive evaluations to monitor ongoing infectious disease programs or operational functions to ensure organization goals and standards are met; AND

Recommending actions necessary to maintain or improve the quality of crisis operations programs or operational functions; AND

Responding to complex tasks to a wide range of internal and external audiences and stakeholders at all levels with little to no guidance; AND

Analyzing complex organizational policies, regulations, and procedures to explain to all stakeholders involved in the organization.

Please note that qualifying specialized work experience may have been gained through various activities, including residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other foreign work experience. Make sure to document your experience thoroughly in your resume.

Selective Placement Factor :

This position has a Selective Placement Factor, which is a skill, knowledge, ability, or other characteristic essential for the job’s satisfactory performance. The Selective Placement Factor represents the minimum requirements for this position and is a prerequisite for appointment. Applicants who do not meet the Selective Placement Factor are ineligible for further consideration.

Selective Placement Factor : Your resume must demonstrate experience assisting in developing strategies and plans for implementing or supporting infectious disease programming or outbreak response in Low or Middle-Income Countries overseas in One Health work.

Experience includes both paid and unpaid activities, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work provides training and experience that can translate directly to paid employment. Qualifying experience, including volunteer experience, that aligns with the duties of this position will be considered.
