Overview
VALIANT Construction LLC is seeking an experienced Senior Project Manager (PM 4) to oversee and manage U.S. Federal Government Healthcare Construction Projects ranging from $10M to $50M. This role requires a detail-oriented and highly skilled professional with a deep understanding of federal contracting, compliance, and quality assurance. The ideal candidate will lead project execution, ensure compliance with federal regulations, and deliver high-quality work on time and within budget. The Senior Project Manager will manage multiple projects simultaneously and work closely with government officials, subcontractors, and internal teams to drive project success.
Key Responsibilities
- Project Oversight & Compliance
- Manage all aspects of federal construction projects from initiation to completion
- Develop, maintain, and monitor project schedules to ensure timely completion of milestones and deliverables
- Ensure compliance with all federal regulations, including FAR, DFARS, and agency-specific guidelines
- Review and interpret contract requirements, project specifications, and safety standards
- Oversee project schedules, budgets, and cost controls to ensure financial and operational efficiency
- Implement and enforce USACE’s Three-Phase QC System (Preparatory, Initial, Follow-Up)
- Conduct risk assessments and develop mitigation strategies for potential project challenges
- Project Documentation & Coordination
- Manage all aspects of federal construction projects from initiation to completion
- Develop, maintain, and monitor project schedules to ensure timely completion of milestones and deliverables
- Ensure compliance with all federal regulations, including FAR, DFARS, and agency-specific guidelines
- Review and interpret contract requirements, project specifications, and safety standards
- Oversee project schedules, budgets, and cost controls to ensure financial and operational efficiency
- Implement and enforce USACE’s Three-Phase QC System (Preparatory, Initial, Follow-Up)
- Conduct risk assessments and develop mitigation strategies for potential project challenges
- Team Leadership & Financial Management
- Lead and mentor project teams, fostering a culture of accountability and excellence; Lead, Manage and Hold Accountable (LMA)
- Coordinate with Superintendents, Safety Officers, and Quality Control Managers to uphold project standards
- Participate in pre-construction planning, budgeting, and scheduling
- Negotiate contracts and change orders with subcontractors and suppliers
- Monitor and approve subcontractor/vendor payment applications
- Represent the company in client meetings, progress briefings, and industry events
Required Qualifications
- 4-year degree in Architecture, Engineering, Construction Management, or related field
- 10 years of experience managing federal construction projects for USACE, NAVFAC, VA, or GSA
- Extensive knowledge of federal contracting regulations, including FAR and DFARS
- Experience with USACE Three-Phase QC System and RMS 3.0 project tracking software
- Strong leadership, negotiation, and problem-solving skills
- OSHA 30-hour Construction Safety Certification (required)
- USACE/NAVFAC Construction Quality Management (CQM) for Contractors Certification (required)
- Ability to read and interpret construction drawings, contracts, and technical specifications.
- Strong organizational, problem-solving, and leadership skills.
- Ability to travel/relocate
