Overview
VALIANT Construction LLC is seeking an experienced Site Safety & Health Officer (SSHO) to oversee all jobsite safety compliance and environmental health management for a U.S. Federal Government healthcare construction project located in Mountain Home, TN. The ideal candidate will bring in-depth knowledge of EM 385-1-1 and OSHA standards, strong leadership, and proven experience maintaining a safe work environment on federally regulated job sites. The SSHO is responsible for implementing VALIANT's corporate safety program, interfacing with government safety representatives, and ensuring site-wide adherence to contract-specific safety requirements.
Key Responsibilities
- Safety Program Management
- Serve as the site’s primary point of contact for all health and safety matters
- Implement and enforce the project’s Accident Prevention Plan (APP), Site-Specific Safety Plan, and Activity Hazard Analyses (AHA)
- Lead daily pre-task safety meetings (toolbox talks) and weekly site-wide safety stand-downs
- Monitor jobsite compliance with EM 385-1-1, OSHA 29 CFR 1926/1910, and all applicable federal safety regulations
- Perform daily safety inspections, hazard identification, and prompt resolution of at-risk conditions or behaviors
- Regular Compliance & Coordination
- Maintain all documentation required under USACE and VA safety protocols, including AHAs, SDS binders, and safety training logs
- Enforce personnel badging, security clearance, and site access control per federal standards
- Coordinate with the Contracting Officer’s Safety Representative (COSR), COR, and government inspectors to facilitate audits and ensure ongoing compliance
- Manage and report all incidents, near misses, and first aid cases in accordance with federal reporting procedures
- Training & Enforcement
- Deliver onboarding safety orientations to all new personnel entering the jobsite
- Train subcontractor safety representatives on project-specific expectations
- Review and verify subcontractor safety plans and ensure alignment with the prime contract
- Track and enforce compliance with federal certifications such as OSHA 30, First Aid/CPR, and Fall Protection
- Documentation & Reporting
- Maintain site safety logs, daily reports, incident reports, and safety inspection records in Procore or the designated project management platform
- Submit weekly and monthly safety summaries to the Project Manager and Owner’s Representative
- Support the project closeout process by compiling final safety documentation and lessons learned
Required Education and Experience
- High School Diploma or equivalent required; associate or bachelor’s degree in Occupational Safety, Construction Management, or related field preferred
- Minimum five (5) years of relevant safety management experience on federal construction projects (USACE, VA, NAVFAC, GSA)
- Must possess current OSHA 30, CPR/First Aid, and EM 385-1-1 certifications(preferred), or be willing to obtain within the first 30 days of hire
- Ability to pass a federal background check and maintain security clearance for access to sensitive job sites
