Job Description:
Valiant Harbor International is seeking a Financial Program and Data Analyst: to support financial planning, analysis, and reporting for a critical government program at the Office of Naval Research (ONR). This position will involve managing the government’s financial processes, including budgeting, forecasting, and reporting, with a focus on performance monitoring and expenditure benchmarks. The ideal candidate will possess a strong background in financial systems, data analytics, and the ability to manage complex financial operations in a government setting.
Job Responsibilities:
- Oversee the tracking of government program financial milestones, including budgeting, funding execution, and performance monitoring.
- Lead financial planning and reporting efforts, ensuring adherence to government regulations and commitment/expenditure benchmarks.
- Provide data analysis and support using MS Excel (advanced functions), Sequel, Python, and/or Tableau to monitor program performance and financial health.
- Conduct data analytics using MS Power Business Intelligence to generate meaningful insights and financial reports.
- Collaborate with cross-functional teams to ensure the accuracy and timeliness of financial reports.
- Provide recommendations for financial process improvements and ensure compliance with all relevant financial processes and regulations.
- Maintain a strong understanding of government financial systems and their integration into program operations.

Job Requirements:
- Must have a current SECRET Clearance or the ability to obtain a SECRET clearance prior to award.
- Bachelor’s degree in Accounting or a related field with five (5) years of experience with Government financial systems, processes, and budget cycles. In lieu of a degree, a High School diploma with a minimum of seven (7) years of experience with Government financial and budget cycles is acceptable.
- At least five (5) years of recent experience with government planning, forecasting, program budgeting, funding execution, performance monitoring, and reporting against commitment, obligation, and expenditure benchmarks.
- Three (3) years of recent experience working with government financial systems as outlined in the Financial Requirements.
- Two (2) years of recent experience using MS Excel advanced functions, Sequel, Python, and/or Tableau for data analysis.
- Two (2) years of recent experience conducting data analytics using MS Power Business Intelligence.
- Strong computer skills, particularly in MS Excel, PowerPoint, and associated graphics and presentation development software.
- Proven ability to learn financial processes and procedures on the job with limited assistance.
Desired Additional Qualifications:
- Five (5) years of Federal grant management experience, with preference for Department of Navy or Defense experience.
- Three (3) years of prior experience with Navy ERP or similar DOD accounting software.
Salary Range: $95-$115K
Salary : $95,000 - $115,000
