Job Description
Valiant Harbor International is seeking a Senior Budget & Financial Portfolio Analyst to provide comprehensive management, policy, data analysis, and financial support to the Office of Naval Research (ONR) Technology Candidate Portfolio Champion and Integrated Process Team (IPT). This position requires extensive experience in portfolio or program analysis, financial management, and execution of S&T programs. The ideal candidate will also have experience in the Planning, Programming, Budgeting, and Execution (PPBE) process and proficiency in analyzing financial and technical performance metrics to make strategic recommendations to senior Navy S&T personnel.
Job Responsibilities
- Provide portfolio and program analysis support to the ONR Technology Candidate Portfolio Champion and IPT.
- Assist in the financial management, planning, and execution of S&T programs, ensuring they align with DoD/DoN goals and objectives.
- Support the PPBE process, including drafting budget exhibits for Research, Development, Test and Evaluation (RDT&E) appropriations.
- Use MS Office and other web/database applications to analyze financial and technical performance metrics and present findings to senior DoN S&T personnel.
- Coordinate and lead meetings with senior DoN S&T personnel and executives on policy, technology programs, acquisition, and execution.
- Record summaries of meetings, ensuring action items are tracked and completed.
- Coordinate and draft content in response to data calls and tasks from senior DoD leadership and Congress.
- Utilize reports from the Procurement Business Intelligence Service (PBIS) and Navy Enterprise Resource Planning (ERP) systems for performance and financial analysis.
- Take initiative to identify and implement solutions to improve the management of large DoD/DoN S&T portfolios and support teams.
- Collaborate with team members and other stakeholders to manage complex business processes and facilitate smooth execution.

Job Requirements
- Must have a current SECRET Clearance or the ability to obtain a SECRET clearance prior to award.
- Bachelor’s degree with a minimum ten (10) years of relevant experience providing portfolio or program analysis support to the Department of Defense (preferably the Department of the Navy (DoN)). A minimum of five (5) of those years must include experience in financial management, planning, and execution of S&T programs.
- Expertise in the PPBE and Program Objective Memorandum (POM) processes, including drafting budget exhibits for RDT&E appropriations.
- In-depth knowledge of financial management processes for DoD/DoN S&T programs.
- Proficiency in analyzing and presenting financial and technical performance metrics using MS Office and web/database applications.
- Experience coordinating and leading meetings with senior DoN S&T personnel and executives related to policy, analysis, and execution of technology programs.
- Experience drafting responses to data calls and tasks from senior DoD leadership and Congress.
- Knowledge of reports from the Procurement Business Intelligence Service (PBIS) and Navy ERP.
- Demonstrated ability to take initiative and implement solutions to manage large DoD/DoN S&T portfolios and the supporting teams.
- Proven ability to learn financial processes and procedures on the job with minimal assistance.
Salary Range: $110-130K
