Critical Infrastructure Intelligence Analyst - Security Clearance Required

As a Critical Infrastructure (CIP) Intelligence Analyst , you will play a crucial role in protecting the essential services and systems that are vital to the functioning of Orange County. This includes identifying and analyzing potential risks, vulnerabilities, and threats to critical infrastructure such as transportation, energy, water supply, and telecommunications. You will use your expertise in intelligence analysis to collect, process, and disseminate information to various stakeholders, including law enforcement agencies, emergency responders, and private sector partners.

RESPONSIBILITIES AND DUTIES :

  • Relationship Building : Form and maintain relationships with local, state, federal, and private partners.
  • Training and Education : Provide training and educational opportunities to Orange County critical infrastructure stakeholders.
  • Coordination : Assist in coordinating fusion center-related training and outreach events.
  • Intelligence : Provide intelligence to the Critical Infrastructure Protection Unit.
  • Training and Development : Attend seminars, conferences, training events, and exercises; assist in planning and executing exercises.
  • All-Source Intelligence Analysis : Conduct in-depth all-source intelligence analysis and review real-time open-source sites.
  • Research : Conduct research linking California and fusion center responsibilities with international and domestic events.
  • Special Event Support : Support special event assessment ratings and provide analysis and presentations to critical infrastructure partners.
  • Community Focus : Maintain relationships with partners and assist in coordinating fusion center events.
  • Assigned Missions : Perform duties related to intelligence, investigations, and other missions as directed.
  • Intelligence Products : Provide timely and relevant intelligence products, including threat assessments, trends analysis, and information bulletins.
  • Analytic Tools : Use tools to create charts, maps, timelines, and link diagrams.

Other duties as assigned.

ADDITIONAL RESPONSIBILITIES :

  • Adherence to Regulations : Comply with U.S. Federal, State, and Local statutes and regulations; maintain eligibility for a U.S. Government clearance and comply with the Valiant drug screening program.
  • Travel Requirements : Be prepared for local travel for assessments, briefings, and meetings, with occasional multi-day travel for training and conferences.
  • Driver's License : Possess a valid U.S. driver's license and be willing to travel throughout the U.S. as needed.
  • Salary :  The anticipated salary range for this position is between $85,000 and $95,000. However, this is not a guaranteed compensation or salary range; the actual salary will be determined based on factors such as experience, geographic location, and potentially contractual requirements, and it may fall outside of the mentioned range.

  • Understanding of Procedures : Clear understanding of uniform procedures for handling Critical Infrastructure Information (CII).
  • Prevention and Mitigation Knowledge : Knowledge of strategies related to the threat and vulnerability to critical infrastructure.
  • Critical Infrastructure Sectors : Knowledge of the 16 critical infrastructure sectors defined by DHS.
  • Presentation Skills : Ability to present to both technical and non-technical audiences.
  • Assessment Preparation : Ability to prepare written or digital assessment products.
  • Intelligence Gathering : Ability to provide intelligence to the Critical Infrastructure Protection unit and conduct all-source intelligence collection and analysis.
  • Database Analysis : Experience in conducting intensive database searches and information analysis.
  • Threat Identification : Conduct database searches to identify threats, trends, and new developments affecting critical infrastructure.
  • Analysis and Reporting : Develop and disseminate analytical products to identify crimes, threats, risks, hazards, and terrorism-related intelligence.
  • Physical Vulnerability Assessments : Conduct assessments with critical infrastructure owners and operators.
  • Intelligence Operations : Provide intelligence products to support operations and reach-back support to deployed elements.
  • Information Review : Review various information sources to write all-source critical assessment products.
  • Required Qualifications :

  • Security clearance eligibility : Analysts must be eligible to receive a U.S. Government SECRET clearance and maintain it throughout the course of employment. Clearances will be sponsored by the contracting agency.
  • Background check requirement : Must be able to pass an Orange County Sheriff’s Department (OCSD) background check, including a polygraph examination, before commencing employment or performing services at the fusion center.
  • Training and certification : Must agree to comply with training standards and policies associated with the fusion center, and obtain a Basic Intelligence Training Analysis Course (BITAC), Foundations of Intelligence Analysis Training (FIAT), or Critical Thinking and Analytic Methods (CTAM) program certificate or equivalent certification within the first six months of hire as required by federal grant guidelines.
  • Privacy considerations : Individual shall understand privacy considerations, including 28CFR and privacy / civil liberties civil rights (P / CLCR).
  • Education & Experience :

  • A minimum of three years of Critical Infrastructure Protection experience is required, along with either a Bachelor's degree in a relevant field or substantial relevant work experience that can serve as a substitute for the degree.
  • Work Environment :

  • Flexible work schedule : Analysts will work a 4 / 10 schedule, with flexibility in start times, and must be willing to adjust their schedule as needed. Some after-hours availability and willingness to respond to the fusion center during an emergency are expected.
  • Physical Requirements :

  • Physical requirements may include, but are not limited to, lifting, ascending, and descending stairs, climbing, extended sitting or standing, to various degrees.
  • Salary : $85,000 - $95,000
