What are the responsibilities and job description for the DVE Intelligence Analyst position at Valiant Integrated Services?

As a Domestic Violent Extremism (DVE) Intelligence Analyst, you will be responsible for identifying, creating, and disseminating relevant and actionable intelligence and information related to DVE through analytical reports, briefings, bulletins, and investigative support. Your analytical functions will include researching, analyzing, and reporting on all hazards and domestic terrorism, assessing vulnerabilities, risks, and threats to protect residents, visitors, and critical infrastructure within the area of responsibility (AoR). You will provide predictive analysis based on relevant domestic intelligence, information, trends, or activities. You will develop, support, and conduct liaison and outreach activities across the state, specifically with law enforcement, fire, health, and private and public sector stakeholders. As a DVE Intelligence Analyst, you will provide briefings and reports for multi-disciplined agencies in the public and private sectors regarding DVE, including the identification of potential risks, mitigation strategies, and response planning.

 

Key Responsibilities:

  • Analyzing DVE Activity: Reviewing and analyzing DVE activity to maintain awareness of current and emerging DVE groups, ideologies, events, and movements in Maryland and surrounding jurisdictions.
  • Identifying DVE Tactics and Techniques: Monitoring and identifying current and emerging tactics, techniques, and procedures associated with domestic violent extremism, including common DVE targets, recruitment methods, fundraising, etc.
  • Communicating DVE Threats: Developing products and briefings to communicate the threat(s) posed by domestic violent extremists within the area of responsibility (AoR).
  • Encouraging Reporting of Suspicious Activity: Developing products and briefings for public safety and critical infrastructure customers to help identify potential indicators of DVE activity and encourage reporting of suspicious activity.
  • Collaborating on Hate/Bias Reporting: Collaborating with public safety agencies focused on hate/bias reporting to determine potential links between hate/bias incidents and domestic violent extremist activity.
  • Conducting Quarterly and Annual Assessments: Contributing to quarterly and annual assessments by relaying the threats, vulnerabilities, consequences, and overall risk stemming from domestic violent extremist activities and organizations.
  • Coordinating with Units and Divisions: Coordinating with all other units and divisions, as well as external partners, to develop tactical and strategic intelligence products.
  • Researching DVE Threat Actors and Organizations: Conducting research using open and sensitive sources to identify potential domestic terrorism threat actor(s) and organizations present in Maryland.
  • Preparing Visual Aids: Creating visual aids such as graphs, charts, and maps to present data to customers.
  • Identifying Intelligence Needs/Trends/Patterns: Identifying and researching intelligence needs, trends, and patterns related to customer needs.
  • Building Relationships: Establishing trusted relationships with appropriate federal, state, local, and non-governmental entities to facilitate information sharing necessary to support DVE analysis.
  • Providing Analysis and Insight: Providing analysis and insight to senior public safety officials and other policymakers related to issues of domestic violent extremism prevention.
  • Supporting DVE Prevention Activities: Providing insight and information to support appropriate federal, state, local, and non-governmental entities in the evaluation and development of DVE prevention activities and initiatives.
  • Collaborating on Intelligence Needs: Collaborating with appropriate federal, state, local, and non-governmental entities to develop DVE-specific key intelligence questions (KIQs) and standing information needs (SINs).
  • Partnering for Outreach and Training: Partnering with other state, local, and federal government agencies to support outreach, liaison, and investigative, liaison, outreach, and training programs.
  • Creating Briefing and Outreach Materials:
  • Developing briefing and outreach materials supporting the mutual sharing of information, including Suspicious Activity Reporting (SAR).

Additional Responsibilities

  • Employees must adhere to U.S. Federal, State, and Local statutes and regulations due to the sensitive nature of the work. Ongoing eligibility for a U.S. Government clearance and compliance with the Valiant drug screening program is essential. Note that possession, use, or sale/distribution of cannabis or cannabis-based products is disqualifying.
  • This position requires local travel for assessments, briefings, and meetings, with occasional multi-day travel for training and conferences. Be prepared for frequent local/regional day meetings and events.
  • Must possess a valid U.S. driver's license and be willing to travel throughout the U.S. as needed (generally less than 15% of the time).

Salary: The anticipated salary range for this position is between $70,000 and $142,000. However, this is not a guaranteed compensation or salary range; the actual salary will be determined based on factors such as experience, geographic location, and potentially contractual requirements, and it may fall outside of the mentioned range.
