Valiant seeks a Program Manager to drive the performance of various programs, ensuring successful delivery by managing scope, risk, sub-contractor relationships, and customer satisfaction. The role involves overseeing projects according to contracts and company policies while collaborating with multiple departments. The Program Manager will lead day-to-day operations, participate in recruitment, and focus on training delivery for US and partner-nation aviators across various sites.
ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE:
- Drive the performance of the programs including scope, Task Order response, risks, sub-contractor relationships contract delivery results, schedule, and Customer satisfaction to deliver successful results.
- Manages the projects in accordance with existing contracts and company policies, procedures, and department instructions.
- Provides day-to-day administration of the business through matrix reporting relationships with F&A, IT, HR, Compliance and Legal.
- Participates in interviews and recruitment of key professional and operational personnel for direct reports.
- Responsible for overseeing cost, schedule, and technical performance of multiple sites with large geographic separation to focus on providing training for US and partner-nation aviators.
- Effectively communicates programmatic expectations and goals to leadership and subordinates.
- Responsible for the overall planning, execution, and success of contractual requirement delivery, site staffing, product delivery/services, performance management, professionalism, and morale of the Valiant employees.
- Actively seeks out opportunities to grow the program (or increase in scope, value, etc.) by maintaining positive relationships with the customer and providing insights where additional capabilities could be added to current programs.
- Executes defined Business Line goals and business and financial plans. Communicates business performance at the end of each accounting period.
- Ensures all appropriate personnel actions including evaluations, performance improvements and separations are conducted.
- Support business development activities outside of this program.
- Assist in directing Pilot and Maintenance Subject Matter Experts (SME) in the development of Training Needs Assessments, Mobilization Tasks, as well as required training methods and media (training devices, curriculum for new types of courses).
- May provide additional special services such as courseware review, and scenario development as well as other additional administrative duties such as publications, safety, quality audits, scheduling, security, and other assigned duties
- Perform administrative duties such as Mobilization per Task Order, CDRL tracking and completion, scheduling, record keeping, monitoring student progress, quality assurance, safety, security, and maintenance of training programs and equipment.
- Other Duties as assigned.

- Must currently have and maintain an active DoD Top Secret security clearance.
- Bachelor's degree or higher and typically 10 or more years' related work experience or an equivalent combination of education and experience.
- At least 5 years of government contracting experience in a project or program manager capacity. * Demonstrate familiarity with US Air Force aviation culture.
- Experience maintaining accountability for overall project health: e.g., Cost Performance Index [CPI], Schedule Performance Index [SPI], Key Performance Indicators [KPI].
- Experience in business development and proposal activities.
- Excellent oral and written communication skills.
DESIRED QUALIFICATIONS:
- Experience recruiting and hiring personnel at US OCONUS installations, understands DOCPER, SOFA agreement and SPOT requirements.
- Practical knowledge and understanding of PACAF daily operations and procedures.
- Knowledge of the Airforce breakdown of maintenance training for the F-16.
- Knowledge of ITARs regulations and compliance.
Physical requirements may include, but are not limited to, lifting, ascending, and descending stairs, climbing, extended sitting or standing, to various degrees. This job will primarily be in an Office Setting.
