DESCRIPTION OF POSITION:
Under the direction of the Director of Facilities and Bond Program or Designee, the Bond Coordinator will support the Director in implementing all activities related to bond funded capital projects.
REPRESENTATIVE DUTIES:
• Assists in evaluating the current bid climate, resource and material costs to assist in determining the most cost effective delivery approach. E
• Assists in the management of a wide variety of construction delivery methods. E
• Assists with preparation of project estimates and budgets with prioritized effort to implement within budget; monitors budgets and recommends revisions as necessary. E
• Assists with project planning including timelines, bid specifications, drawings, RFQs, RFPs, bid packages and process, including the award and implementation of contracts. E
• Confers and collaborates regularly with division staff, and with district departments as necessary including business services, technology, academics and site administration. E
• Confers, collaborates and as directed supervises the work of project consultants, including architects, engineers, construction managers, contractors and inspectors of record. E
• Assists with oversight of awarded projects including budget monitoring, purchasing, construction, installation, labor and other project elements to ensure high quality implementation within schedule and budget; and recommends revisions as necessary. E
• Monitors project schedules for timely completion; recommends revisions as necessary. E
• Coordinates closeout and certification of projects with associated agencies i.e. DSA, OPSC, CDE, city and county. E
• Prepares and presents plans and reports to District staff, Superintendent and Governing Board, Oversight Committee and community groups as necessary. E
• Responds to all facility emergencies and directs response as necessary. E
• Assists in the management of the District Bond Program Project Labor Agreement. E
• Complies with all Board Policies and Administrative Regulations and recommends revisions as necessary; and complies with all local, state and federal laws, rules and regulations. E
• Prepares and presents oral/written reports regarding any/all aspects of department functions and actions as requested. E
• Attends and conducts a variety of meetings as assigned. E
• Follows procedures manual; recommends and assists with revisions as necessary. E
• Operate a computer and assigned software programs; operate other office equipment as assigned. E
• Performs related duties as assigned
KNOWLEDGE, SKILLS AND ABILITIES:
KNOWLEDGE OF:
• Construction project design review and evaluation; construction mobilization and supervision; bid evaluation; cost-benefit analysis; project scheduling; claims review and negotiation; general management and administration of a construction project.
• Construction means, methods, safety standards and job-site management.
• Applicable building codes, safety standards, environmental protection regulations and accessibility standards.
• Sustainable design and construction.
• Public Contract Code (PCC), Office of Public School Construction (OPSC), Division of the State Architect (DSA), and the California Occupational Safety and Health Act (Cal/OSHA) policies and procedures; other applicable codes, ordinances and regulations.
ABILITY TO:
• Apply construction management principles, including scheduling, financial management, subcontracting, bonding and insurance;
• Manage multiple contracts and contractors to complete complex, multi-phase building and infrastructure projects;
• Run large meetings and facilitate problem solving among multiple disciplines; Ability to prepare and deliver formal presentations;
• Utilize and apply computerized project management systems and techniques to develop project schedules and analyze contractor requests for time extensions;
• Work effectively with administrators, managers, consultants and representatives from a wide variety of public agencies;
• Monitor and track expenditures and implement cost controls as needed.
• Read and interpret construction specifications, architectural drawings, diagrams and schematics
• Effectively express ideas in writing and verbally using tact, patience and courtesy
• Operate a variety of technology hardware as well as major software programs such as Microsoft Word, Excel, and PowerPoint, and accounting programs such as ESCAPE, and Procor.
• Work independently without specific instructions
• Effectively plan and organize work
EDUCATION AND EXPERIENCE:
● Any combination of education and experience equivalent to a Bachelor’s degree,
● Three years of progressively responsible experience in project management/construction; related experience in a public school system highly desirable
LICENSES: Valid California Driver’s License
WORKING CONDITIONS:
• Indoor office environment and outdoor construction environments; subject to sitting, walking or standing for prolonged periods of time; required to travel within and out of the District, and attend periodic evening meetings; may work evenings and weekends; may require use of personal vehicle in the course of employment; operation of computer, keyboard, and telephone and other office and maintenance equipment.
