HICAP Advocacy Counselor and Medi-Medi Specialist- Bilingual
REPORTS TO: Program Manager, HICAP
FLSA STATUS: Non-Exempt
POSITION SUMMARY
Under general supervision, this position provides one-on-one counseling services and support to Medicare beneficiaries and completes necessary reporting. The position also participates in community outreach, volunteer training, and administrative support. This position facilitates HICAP’s Medi-Cal Application Assistance Day alongside Fresno County Department of Social Services Outreach Unit.
ESSENTIAL DUTIES & RESPONSIBILITIES
· Interview and counsel clients, in person or by telephone, to explain Medicare benefits and procedures and assist with Medical denials of services or funding.
· Complete all required documentation using the SHARP system regarding client demographics and specific details of counseling services.
· Maintain complete and accurate records of transactions completed on behalf of clients such as enrollment in prescription drug plans, complaints submitted, etc.
· Report all issues of client complaints and appeals to the Program Manager.
· Resolves client problems and case closure within reasonable timeframes.
· Participate in community events such as resource fairs and workshops as requested.
· Train and mentor new volunteers during their first year of activities.
OTHER RELATED DUTIES
· Network with other agencies and groups to promote HICAP services.
· Provide administrative office support including answering telephones and directing callers as appropriate.
· Attend VCRC meetings as requested.
· Participate in planning events as requested.
· Participate in general housekeeping and office maintenance.
· Other projects and duties as assigned.

QUALIFICATIONS
Education
· High school diploma or equivalent required.
· College degree or vocational training in social services or public administration preferred.
· Employee must maintain HICAP Counselor registration with the California Department of Aging, requiring continuing education as specified by CDA.
Skills and Experience
- Minimum 2 years’ experience in social services, nursing, or public administration required. Experience in the gerontology field and case management preferred.
- Bilingual skills strongly preferred.
· Strong skills in Microsoft Word, Excel, and Outlook, and QuickBooks accounting software.
· Basic math skills.
· Highly accurate with attention to detail in all areas of work.
· Ability to manage and prioritize multiple tasks under deadline pressure.
· Ability to work independently with minimal supervision.
· Ability to maintain confidentiality of company and employee information.
· Highly organized.
· Strong verbal and written English skills to communicate with supervisor, employees, and community members.
Licenses and Certificates
- Must obtain (CDA) certification as an HICAP counselor within three months of employment.
- Must possess a valid California Driver License and insurance is required.
- Must be willing to travel locally and out of town.
- Completion of a successful background check will be required.
