Position Summary

The Program Manager at Recovery Place Kent (RPK) will provide leadership and management for program development, training, quality assurance and quality improvement, and supervision for all Non Nursing Treatment Staff. The Program Manager at RPK has the primary responsibilities of supporting the Director in ensuring the mission of RPK is fulfilled and implementing policies, procedures, and other activities in support of strategic goals and objectives. The Program Manager at Recovery Place Kent is responsible for the delivery of client services provided by Inpatient teams. Responsibilities include establishing program goals and objectives in conjunction with Director of RPK and Senior Leadership team. The position requires excellent communication, public speaking, and organization skills.



Essential Job Functions Duties

• Provide general oversight, management.

• Training, retention, hiring, and supervision of Treatment staff.

• Assure that RPK provides evidenced-based Recovery Services.

• Establish and manage Treatment Staff schedules to meet the needs of the Program.

• Assist the RPK Director in managing the RPK Budget, including supplies and overtime.

• Ensure Regulatory compliance.

• Develop and enforce Policies and Procedures.

• Establish a teamwork model that supports blending and overlapping of functions, abilities, and interventions among all team members.

• Work effectively as part of the management team to collaboration between all disciplines at RPK.



Direct Services:

• As part of the RPK Leadership Team, participate in screening Clients for Admission.

• Provide direct service to clients, as needed.

• Provide crisis intervention to program participants, via CPI.



Leadership:

• Support the mission and goals of Valley Cities and maintain and expand the quality of services.

• Lead Recovery Place Kent staff who provide program services by setting and sharing program vision, goals and standards of excellence, providing feedback about progress, and supporting staff in effectively caring for themselves and their clients.

• Attend agency and community meetings and other program meetings to represent the agency, develop partnerships and share information.

• Develop & complete annual professional training goals with the Director of RPK.

• Represent RPK in the community in a manner consistent with agency mission, values and goals.

• Ensure communication of staff information and follow-through on committee and Valley Cities decisions and directions.

• Coordinate with Senior Management in planning, development and implementation of Strategic Plan, policies and procedures, quality improvement, annual budget, and external relationships.

• Work with agency leadership to assess service needs for target populations and provide leadership in program design and development.

• Promote an organizational vision and environment that emphasizes teamwork, trust, professionalism, efficiency, and customer service.

• Provides an agency emphasis on recovery, wellness and a culture of Trauma Informed Care.

• Provide leadership in creating an agency culture of excellence in client care and community and funder responsiveness.

• Models principles and standards for clinical excellence.



Operations:

• In collaboration with the Clinical Supervisors, ensure caseload, productivity and clinical standards are maintained.

• Ensure data and statistical information necessary to maintain accountability to external funding sources are collected and reported in a timely manner.

• Partner with supervising director(s) to make effective programming and staffing decisions.



Quality:

• Monitor clinical practices and charting to ensure fidelity of Recovery Place Seattle.

• Assure data accuracy in electronic health records (EHR), EBP Toolkit and use Excel spreadsheets to track client and program status.

• Attain quality and performance indicators required for the program.

• Assure all statistical information necessary to maintain accountability to external funding sources is collected and reported in a timely manner. Work with the Directors of RPS and CQI to monitor outcome measures and track program and cost effectiveness.



Clinical Supervision and Consultation:

• In collaboration with the Clinical Supervisor, assure quality clinical services.

• Assure appropriate utilization of services.

• Demonstrate a commitment to self-care and encourage self-care of staff.



Staff Supervision and Training:

• Teach and review team work so that staff has the skills and knowledge to complete accurate client evaluations, differential diagnoses, can complete intakes and accurate tier assessments, create effective recovery plans and progress notes, closing summaries and completion of other necessary reports and correspondence related to client care.

• Work with staff to effectively collaborate with adult serving systems.

• Provided individual supervision and attend other program related meetings.

• Ensure that staff receives necessary information and training to complete their job duties.



Administrative Responsibilities:

• Assure compliance with all relevant laws, administrative codes, and contract requirements as they pertain to the provision of substance use disorder services.

• Understands and maintains a current knowledge of laws, regulations, funding sources, and management practices that impact function area issues, including finances, human resources, risk management, clinical and medical practices.

• Ensure staff alignment and participation in organizational goals and procedures.

• Attend all assigned agency and program meetings, consultations, and trainings. Actively participates in management discussions and problem resolution.

• Make sure meetings are efficient and productive.

• Complete paperwork and reports to ensure compliance with administrative codes and funder requirements.

• Meet all required work deadlines.

• Ensure that programs supervised meet related JCAHO, Federal, State, local and Agency requirements and understand and follow established VCBH Policies and Procedures.

• Ensure that all staff in supervised programs attends required in-service trainings and meetings.

• Ensure that all committee reporting is completed and submitted according to the established time frames.



Financial Responsibilities

• Submit data in a timely and accurate manner to help prepare Valley Cities financial reports.



Human Resources Responsibilities:

• Assist in recruitment and selection of staff in collaboration with site team, medical director, HR, and/or other clinical services directors.

• Recruit and select team staff with consideration given to the individual's knowledge and experience, and commitment to the program's core functions.

• Place high value on cultural competency and ensures that hiring reflects community demographics.

• Document Performance Evaluations and Performance issues of Direct Reports.

• Manage staff in accordance with agency management principles, standards, policies and procedures.

• Coordinate staff training hours with Service Directors.



Other Responsibilities:

The employee will be required to:

• Develop and complete annual professional training goals with supervisor.

• Demonstrate reliable and consistent on-site attendance.

• Perform other related duties as assigned.



Minimum Qualifications

Education:

• Masters Degree in a Social Science



Certification / Licensure

• LMHC or LICSW

• Current Driver's License

• Pass required background checks/fingerprint check

• Current Automotive insurance



Experience:

• Minimum one year supervisory experience in an Inpatient Behavioral Health setting.

• Can illustrate documented, service-oriented experience that includes successful staff development and quality client outcomes.

• Demonstrates a clear understanding of the principles of recovery.

• Understands managed care structures involving criteria for authorization of services and reimbursement.

• Proven success in written communications; grant writing skills desirable, but not required.

• Good data management and computer skills.



Must demonstrate ability and skill in the following areas:

Working Conditions

Work is performed inside and outside in varying temperatures. Employee may occasionally be required to push or lift to 40 pounds. May be exposed to office supply odors or vapors. Employee is sitting, most of the time. Employee is also required to stand, walk, type, bend, write, read, interpret and explain complex issues and speak on the telephone.
