Van Cleef Engineering Associates, LLC (Van Cleef) is a dynamic, multi‐disciplined consulting civil engineering firm of Engineers, Certified Inspectors, Landscape Architects, Planners and Land Surveyors. With offices in New Jersey and Pennsylvania, we provide expertise in all of the major areas of civil engineering, municipal engineering, municipal planning, and land surveying.
Due to our continued growth, we are currently seeking a Site Construction Observer/Inspector to join our dynamic team out of our Phillipsburg, NJ or Mt. Arlington, NJ office. You will be responsible for ensuring that construction and building sites meet local and national building codes and ordinances, zoning regulations, and contract specifications. This position primarily works in the field and may be exposed to outside inclement weather conditions. This position may be full or part time.
- Provide construction observation for municipal, county, state and federal projects as well as transportation authority and agency work including water supply and distribution systems, sanitary sewer collection and treatment systems, storm sewer systems, and roadway construction
- Act in the capacity of Resident Project Representative to assist Engineer in providing extensive observation of construction project and serve as Engineer’s liaison with Contractor
- Attend pre-construction & weekly job progress meetings
- Conduct on-site observations of the work in progress to assist Engineer in determining if the Work is proceeding in accordance with the Contract Documents, both alone and/or as part of a team
- Provide and maintain all records related to the project in question including daily quantities
- Keep a diary or logbook of all observations and daily activities for ongoing work, and provide Engineer with daily reports to include all labor trades and equipment supplied by Contractor
- Review applications for payment with Contractor and confer with Engineer on recommendations for progress payments
- Prepare a final punch list at substantial completion and perform final project review for project closeout
- Examine worksites, both alone and as part of a team
Qualifications
- High school diploma or GED equivalency
- 4 years of experience in public works construction inspection work or related field
- Knowledge of construction practices, techniques, materials and equipment
- Knowledge of engineering plans, specifications and drawings
- Ability to read and interpret plans, specifications and drawings and to compare them with various aspects of construction in progress
- Proficiency in Microsoft Office (Word, Excel and PowerPoint) and other industry related programs to file project, time, and expense reports
- Strong communication skills, both written and verbal
- Proven ability to work collaboratively and effectively with team members, external partners and the public
- Self-motivated, organized, and focused, with good attention to detail
- Valid Driver’s License
- Clean driving history in line with the company’s insurability standards
- Ability to travel to worksites and regional offices worksites

- Ability to walk long distances (to 100 yards) on undeveloped and uneven terrain
