Job Description
Plans directs and coordinates the appraisal of real and personal property and revaluation program for the County; compiles records analyzes and maintains a variety of data pertaining to real and personal property: assist in the development of the schedule of values; researches recommends administers trains staff and maintains computer software as necessary to maintain and manipulate property value data as dictated by N.C. Statutes. Develops and implements policies and procedures for compiling and maintaining data; prepares a variety of reports and records for submission as required by Tax Administrator or Board of County Commissioners or state agencies. Handles the listing and assessing of all business personal property updates depreciation schedules reviews forms to ensure all equipment is properly reported etc. Works with auditing firm in assigning businesses for audit monitors progress of audit and files results. Handles appeals. Train and review work of subordinates; administer and provide recommendations for personnel matters. Oversee administration of Land Use Program Elderly or Disabled Exclusion Disabled Veteran Exclusions and Circuit Breaker Tax Deferment and other exemption programs: review splits and transfers for accuracy. Handle splits and recombination of property in Present Use Value program. Work with Planning Department to identify solar farms and the effect on the property’s present use value. Work with the NC Vehicle Tax System to ensure vehicles are billed appropriately. Assist the Tax Administrator with hiring and supervising of contract or temporary staff for revaluation work. Assist the public via telephone or in person with inquiries concerning appraised values and procedures. Assume duties and responsibilities of Tax Administrator as necessary ensuring adherence to established policies procedures and standards; assists with preparation of department budget.

Thorough knowledge of principles; practices and techniques used in appraising real and personal property.
Thorough knowledge of the overall policies; methods and procedures of the Appraisal Division of the Tax Department.
Thorough knowledge of the North Carolina Machinery Act and County tax policies as applicable to tax listing and assessment.
Considerable knowledge of the geographic and socioeconomic layout of the County.
Considerable knowledge of the use and interpretation of statistics and statistical inference.
Considerable knowledge of the application of information technology to property appraisal and valuation.
Knowledge of modern and effective supervisory principles and practices including motivation; leadership; communication; conflict resolution; and performance coaching and evaluation.
Knowledge of the County’s personnel; budgeting; and purchasing policies and procedures.
Ability to conduct an effective and fair tax appraisal and assessment program.
Ability to make decisions and to defend appraisals to property owners; the general public; the Board of Equalization and Review and the N. C. Property Tax Commission.
Ability to exercise considerable independent judgment and initiative in appraising property; advising appraisers and carrying out details of the work.
Ability to effectively express ideas orally and in writing.
Ability to make oral presentations before large groups of people.
Ability to exercise considerable tact; discretion and firmness in frequent contact with taxpayers and the general public.
Ability to establish and maintain effective working relationships as necessitated by work assignments.
Additional Information
Desired Education and Experience Associate or Technical Degree including or supplemented by courses in appraisal considerable experience in appraisal work preferably including experience in appraising commercial and industrial properties and some supervisory experience; or an equivalent combination of education and experience.
Special Requirements: Valid North Carolina driver's license. Certification through the North Carolina Department of Revenue. Certification through the North Carolina Association of Assessing Officers. Continue education through classes and conferences to maintain certification.
