Job Title: MTSS and Exceptional Children Program Specialist
Reports To: Director of Testing, Accountability and MTSS
Work Schedule: 12-month position
FLSA Status: Exempt
Location: District Office with travel to school sites
Position Summary:
The MTSS and Exceptional Children Program Specialist is responsible for enhancing and aligning the Multi-Tiered System of Supports (MTSS) with Exceptional Children (EC) referral and support processes across the district. This role ensures a seamless, data-informed, and student-centered process that supports early intervention, equitable identification, and effective services for students with academic, behavioral, and social-emotional needs.
Key Responsibilities:
Systems Alignment and Development
- Collaborate with district and school staff to align MTSS and EC frameworks, ensuring that referral processes are transparent, consistent, and data-driven.
- Develop, refine and maintain clear protocols and decision-making tools for determining when students may need EC evaluations.
- Hold school teams accountable for adherence to district protocols
- Support the integration of academic, behavioral, and social-emotional supports across all tiers. Monitor and evaluate the fidelity of MTSS implementation in relation to EC referrals.
Referral and Evaluation Support
- Assist school teams in interpreting student data to inform pre-referral interventions and determine eligibility for EC evaluations.
- Ensure EC referrals are timely, appropriate, and comply with district, state and federal regulations. Provide coaching and guidance to school-level Student Support Teams and MTSS Teams regarding documentation and intervention strategies.
Professional Development and Capacity Building
- Design and deliver professional learning sessions for teachers, administrators, and support staff on MTSS processes, interventions, and EC referral pathways. Train school teams on evidence-based practices for academic and behavioral interventions and how to document progress monitoring data.
Data Management and Compliance
- Collaborate with data teams to analyze trends in referrals, evaluation outcomes, and disproportionality.
- Support compliance with IDEA and state EC policies through ongoing audits and reviews. Assist with the development of district-level reports and presentations related to MTSS and EC integration.
Collaboration and Consultation
- Serve as a liaison between the EC department, school-based MTSS teams, and other departments (e.g., curriculum, behavior, mental health).
- Participate in interdisciplinary problem-solving meetings at both the school and district levels. Facilitate case reviews for complex student situations requiring cross-functional team input.
Qualifications:
Education and Experience:
- Master’s Degree in Special Education, Educational Leadership, or a related field required.
- Licensure in Special Education or related service area preferred.
- Minimum of 5 years of experience in public education, with experience in MTSS and/or Exceptional Children’s programs. Experience in school-based problem-solving and student support team processes.
Knowledge, Skills, and Abilities:
- Deep understanding of MTSS frameworks and special education eligibility requirements.
- Skilled in using student data to guide decisions and improve systems.
- Strong facilitation, coaching, and interpersonal skills.
- Ability to work independently and collaboratively with diverse stakeholders.
- Knowledge of current federal and state laws and regulations related to special education and student support services.
- Highly skilled with technology and data analysis tools
Working Conditions:
- Office and school environment; frequent travel between schools.
- May require evening meetings or extended hours.
