The Assistant Director of Human Resources requires someone with proven experience as a motivated self-starter who can work independently with sound judgment consistent with VGCC’s policy and procedures. This position is responsible for a variety of managerial, technical, and confidential responsibilities to support various aspects of human resource administration at the College, including but not limited to benefits administration, onboarding, offboarding, assistance with classification and compensation reviews, recruitment, compliance, reporting, training, policy and procedure development, employee relations, communications, researching and compiling data for various reports; providing technical support to the Executive Director of Human Resources. In addition, this position maintains high standards for HR customer service and supports the accuracy and maintenance of data in various HR systems. Consistent with VGCC’s Teleworking Policy, this position is eligible for up to 1 day per week of telework after the first 9 months of employment upon your supervisor’s approval.

EXAMPLE OF DUTIES
Recruitment and Selection: Provides guidance to hiring managers and search committees on the use of the applicant tracking system (NEOGOV) and compliant hiring and interview processes and practicesServe as the primary administrator/ subject matter expert and the primary point of contact for the applicant tracking system (NEOGOV).Coordinate with hiring managers to fill vacancies by posting vacancy notices on VGCC and NCCC websites, advertising for vacant positions, and assuring compliance with EEO requirements.Maintain job position listing and vacancies spreadsheet.Maintains full-time job description database; reviews job descriptions with supervisors to ensure accuracy, correct classification, and compliance with approved formatting. May assist with position evaluation. Employee Relations: Lead the process for conducting annual performance evaluations for all full-time employees, ensuring timely completion and adherence to established procedures.Assist the Executive Director of Human Resources and managers with employee and human resources issues, college policy and practices, including employee complaints, grievances, discipline, performance improvement, and Title IX. Maintain and secure all confidential records for VGCC related to employment legal issues, grievances, reprimands, etc.Assist in the development and Assist with orientation and onboarding through technology, personal communication, and other media or materials to provide new employees with a smooth transition to employment at VGCC.Responds to requests for information and assistance from employees, management, and the public in a timely and courteous manner.Assist in coordinating and planning Professional Development Days and other professional development trainings. Administrative: Assists the Executive Director of Human Resources with policy and procedure development and updates to the VGCC APM as needed. Oversee all aspects of the offboarding process; ensure that the employee has returned college equipment and property. Work with IT to terminate access to all IT software and programs and communicate with Payroll all information needed for the employee’s final paycheck.Assist with processing, calculating, and ensuring accuracy of payroll actions for status and/or benefits changes, additions, etc. to provide timely and accurate information to payroll monthly processing.Serve as backup workers’ compensation administrator. Maintains workers' compensation files and compiles required OSHA and other requested reports; assists with coordinating workers' compensation claims and acts as a liaison between the insurance carrier and the college.Gathers data, prepares and submits required reports to the NCCCS Office and other regulatory offices as required, such as monthly and quarterly Employment Security Commission Reports, annual IPEDS reports, annual NCCCS Staff Information Report, monthly NC New Hires Assist the Executive Director of HR with annual contract renewals.Assist in managing all employee personnel files, ensuring that all required documents are included.Assist in entering, maintaining, and auditing the data in the HRIS (Datatell). Assist in Benefit Open Enrollment. Maintain up-to-date knowledge of Federal and State employment law. Performing any other duties as assigned
