JOB SUMMARY
This position plans, organizes, administers and supervises the agency’s residential program. This position requires being on call and/or after-hours work.
MAJOR DUTIES
- Directs and manages the day-to-day operation of Group Homes for persons with intellectual disabilities/developmental disabilities and ensures program provided meets the needs of people served.
- Reviews residential staff time sheets for accuracy and monitors overtime for full- and part-time residential staff; prepares related reports.
- Makes recommendations, secures approval, and implements actions to provide quality delivery of services to individuals and their families.
- Participates in the planning, formulation, and implementation of Alabama Department of Mental Health contracts through consultation with the Associate Executive Director of Programs and with members of the program and center staff.
- Recommends the hiring and termination of residential staff to the Executive Director and assists the Executive Director in determining program staffing needs.
- Ensures compliance with agency policies and procedures, Alabama Department of Mental Health standards and Medicaid requirements; reports violations to supervisor and other authorities as required.
- Ensures the completion and maintenance of required documentation and records; ensures that charts, graphs, and reports are accurate and completed in a timely manner; ensures deadlines are met by residential staff.
- Supervises residential program functions and activities during regular work hours and after regular work hours.
- Attends and participates in PCP meetings.
- Directs the development of new training programs for persons receiving residential services, the implementation of individualized behavior programs, and the implementation of PCPs within the residential programs.
- Ensures program attendance is accurately recorded.
- Prepares for and assists in inspections; responds to recommendations resulting from various facility and site reviews.
- Ensures the completion of required emergency safety drills and directs the maintenance of related records.
- Manages the care and maintenance of physical property, including building and grounds, furnishings, recreation equipment, vehicles, etc.
- Monitors and authorizes program purchases within allowed budget and keeps records while accepting accountability for expenditures.
- Participates in the review of agency policies and procedures.
- Prepares a variety of regular and special reports.
- Conducts random unannounced residential home visits and safety inspections.
- Provides therapeutic services and supervision of persons served; plans and implements periodic evaluations and measurements to ensure quality programs for persons served; counsels and works with individuals and families to reduce and/or alleviate family stress.
- Supervises residential management program staff; develops ensures the availability of in-service training; counsels with employees about problems and concern; investigates and resolves areas of concern.
- Investigates incidents and accidents; analyzes data; reports findings with recommendations to the Executive Director.
- Maintains certification in CPR, First Aid, Medication Assistance (MAC).
- Performs other duties and responsibilities deemed necessary; not otherwise specified.

SUPERVISORY CONTROLS
The Executive Director supervises and assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.
GUIDELINES
Guidelines include agency policies, Alabama Department of Mental Health guidelines, and Medicaid guidelines. These guidelines require judgment, selection, and interpretation in application.

- The work consists of varied management, administrative, and supervisory duties. Strict regulations combined with the unique needs of individuals served contribute to the complexity of the position.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Residential Services Assistants, Group Home Managers, and Floater Direct Care Assistance
MINIMUM QUALIFICATIONS
- Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
- Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
- Meets Alabama Department of Mental Health QDDP qualifications.
- Possession of a valid driver’s license and good driving record.
