The Financial Counselor registers patients by securing appropriate patient and insurance information; ensuring that registration data is correct and accurate; validating insurance eligibility; collecting co-payments; and entering information into appropriate systems. The Financial Counselor provides quality customer service to patients of all ages, their families, visitors, medical staff, clinicians and co-workers ensuring everyone is treated courteously, quickly and with respect.

The Financial Counselor assesses patient financial responsibility through price estimation, providing benefit education for all insured and uninsured patients, and assists patients in securing financial assistance and applicable public benefit options. The Financial Counselor accepts patient payments, is a back-up to the financial counselor/cashier where applicable, and reconciles accounts in an unbilled status.

Education Requirements
High School Diploma or equivalent.

Education/Training Preferred:
Associate or bachelor’s degree in Accounting, Finance, Business Administration, Healthcare Administration or closely related field from an accredited program.

Level and Type of Experience Required:
Minimum two years of experience requiring customer service skills and patient/customer centered focus.
Previous experience with computers, Microsoft Office software and navigating the Internet.

Level and Type of Experience Preferred:
Previous patient scheduling/registration work experience in a healthcare setting.
Previous work experience in a healthcare setting and knowledge of medical terminology.
Experience with medical insurance.
Experience with appointment registration.

Independent Actions Required:
Must be able to problem solve and take appropriate action when necessary to make referrals to outside resources.
Ability to analyze financial data to determine documents needed for application approval and/or to establish appropriate payment arrangements.
Performs daily activities with minimal supervision.
Functions in a self-directed manner to accomplish routine activities.
Notifies supervisor, immediately, of issues involving violation of VCUHS policies or procedures.

Additional position requirements:
Incumbents may be required to work extended hours based on organizational need.
Incumbents are considered essential personnel and expected to report to work as assigned.
Overtime, shift rotations and/or weekend assignments as scheduled or on as needed basis.

The VCU Massey Health Financial Coordinator is a designated member of the Hem/Oncology team who is primarily responsible for coordinating, clarifying and managing patient specific financial aspects of care.

The VCU Massey Health Financial Coordinator will work with patients and their care teams beginning with the referral, to evaluation for services and continuing through and after patient care cycle in a knowledgeable and compassionate manner to help facilitate access to and provide continuity of care and understanding of the financial role of each phase patient care journey. The VCU Massey Health Financial Coordinator will also work with other members of the Internal Financial partners team, payers, administration, billing, financial and clinical personnel at the Massey Cancer Center and VCU Health System to ensure financial coverage.

Performance Expectation: Conducts Interviews, Interviews patients/guarantors for financial assistance, Medicaid referral services, Affordable Care Act enrollment, and Governor Access Plan. Obtains patient/guarantor signatures on Medicare Right to Know and Guarantor liability forms. Explains process and forms to patient/guarantor. Documents systems accordingly. Accepts Payments, Accepts patient/guarantor co-pays, deductibles and/or service deposits. Establishes payment arrangements on current/past accounts as outlined in departmental policy. Documents appropriate systems accordingly.

Financial determination for eligibility determination for State Indigent Care, Medicaid, Affordable Care Act and Governor Access Plan that is required by State, Federal regulations. Analyzes financial data, confirms prior documents received, processes/approves/denies based on State/Federal guidelines. Updates financial determination in appropriate systems and makes appropriate proration changes. Processes manual adjustments as necessary. Makes appropriate online documentation of actions taken. Department expectation is 50 or more per day. Responds to Inquiries & Makes Updates, Answers incoming telephone calls from patients, guarantors and VCUHS staff with billing concerns or questions regarding financial determinations. Verifies financial status, adds/updates Third Party information, settles payment arrangements, etc. Training, Performs yearly scheduled training for required Affordable Care Act certification. Performs other duties as assigned by member of Patient Financial Services management. Cross trains in various department functions. Miscellaneous Responsibilities Performs other duties as assigned and/or participates in special projects to support the mission of VCUHS and the Department. Provides assistance to team members. Accepts alternate assignments, as required, participates in audit response actions.

They will conduct verification of insurance coverage and maximums for specialty services; initiation of referrals for fund-raising, financial assistance or applicable public benefit options which is predicated on discussions with patients about their financial obligations including co-payments, fund-raising and deposits; initiate, obtain and follow-up on authorizations and pre-certifications for services and/or associated prescription drugs prior to scheduled appointments including future date surgeries, urgent and emergent admissions; and, when necessary, provides estimates to patients as requested. Performance Expectation: Communications The VCU Massey Health Financial Coordinator acts as a representative of the Massey Cancer Health Center to internal and external groups regarding financial questions, policies, contracts, data reporting, and all aspects of financial operations. Communicates with patients, families and/or guarantors via financial interview to advise on the status of benefits and upcoming hospital or clinic visits, and throughout all the phases of patient’s care through one-on-one interviewing over the phone and/or in-person to interpret benefits and financial information. Participates in the initial patient orientation process and provides ongoing patient education on the needs by identifying and effectively presenting financial information and clearance to all team members in multidisciplinary meetings, weekly Patient Selection Meetings as well as ad-hoc collaborative meeting Ensure comprehensive communication to patients and their families with emphasis on identifying any potential patient out-of-pocket liability, potential costs for post-care medications, and home health care related to services following surgery. Communicates and corresponds with the staff, physician and hospital medical and billing staff and third-party payers regarding patient

Required Education: High School Diploma or equivalent Combination of education and experience will be considered in lieu of a degree. Preferred Education: Coursework in medical terminology Associate's or Bachelor’s degree in accounting, Finance, Business Administration, Healthcare Administration or closely related field Licensure/Certification Required: Transplant Financial Coordinator Certification (within 18 months of hire) Licensure/Certification Preferred: N/A Minimum Qualifications Years and Type of Required Experience Minimum of three (3) years of previous Registration, Healthcare insurance, Accounts Receivable, Billing and/or Collections experience in a healthcare setting. Other Knowledge, Skills and Abilities Required: Independent decision-making related to financial arrangements required for transplant patients. Cultural Responsiveness Other Knowledge, Skills and Abilities Preferred: Minimum of five (5) years of previous Registration, Healthcare insurance, Accounts Receivable, Billing and/or Collections experience in a healthcare setting.
