Job Summary: Engineering and technical support to Naval Information Warfare Center (NIWC) Atlantic for the USCG Integrated Product Team (IPT). This support primarily includes the engineering, integration, and technical services required to outfit Coast Guard cutters with C5I systems. Additionally, support includes integration and technical support for standalone shipboard systems. Scope of work includes program, engineering, technical, drafting, training, logistics, procurement, intelligence and operations support services for designated C5I systems onboard National Security Cutter (NSC), Polar Security Cutter (PSC), Offshore Patrol Cutter (OPC), Fast Response Cutter (FRC), Medium Endurance Cutters (WMEC), and other afloat, mobile and shore platforms.
Requirements:
- Top Secret/SCI Clearance required
Education and Experience:
- Bachelor’s degree or completion of formal Military/DOD intelligence training
- Ten (10) years of experience with BS or fourteen (14) years with military/DOD training of related experience within one or more intelligence areas pertaining to, but not limited to, counterterrorism, infrastructure, cybersecurity, counterdrug, travel, science, and fluency in/active usage of languages used in the analytic intelligence and counterintelligence process, border security, and all phases of the intelligence cycle, such as production and dissemination.
- Five (5) years of technical experience in support of Navy or Coast Guard intelligence projects.
Essential Duties:
- Validate known intelligence with data from other sources.
- Gather, analyze, correlate, or evaluate information from a variety of resources, such as law enforcement databases.
- Evaluate records of communications, such as telephone calls, to plot activity and determine the size and location of criminal groups and members.
- Gather intelligence information by field observation, confidential information sources, or public records.
- Analyze intelligence data to identify patterns and trends in criminal activity.
- Prepare comprehensive written reports, presentations, maps, or charts, based on research, collection, and analysis of intelligence data.
- Collaborate with representatives from other government and intelligence organizations to share information or coordinate intelligence activities.
- Link or chart suspects to criminal organizations or events to determine activities and interrelationships.
- Identify gaps in information.
- Design, use, or maintain databases and software applications, such as geographic information systems (GIS) mapping and artificial intelligence tools.
Knowledge, Skills and Abilities
- Technical expertise in relevant systems, methodologies, and tools applicable to the industry
- Project management skills, including planning, scheduling, budgeting, and resource allocation to ensure successful completion of projects
- Ability to analyze complex issues, develop creative solutions, and apply sound judgment to resolve challenges
- Strong communication skills, both written and oral, for effectively conveying information to stakeholders and team members, including report writing and presentations
- Attention to detail to ensure accuracy in documentation, processes, and deliverables while adhering to industry standards and best practices
- Knowledge of relevant regulations, policies, and procedures to ensure compliance with legal and industry requirements
- Financial management skills, including budgeting, cost control, and forecasting to ensure projects are completed within financial constraints
- Experience in creating, reviewing, and validating documentation, proposals, and reports to ensure alignment with project goals and stakeholder expectations
- Flexibility and adaptability to adjust strategies and processes in response to changing project demands and environments
