Job Summary:
Conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively.
Education and Experience:
- BA/BS degree in a Business Discipline (6 years’ additional work experience or an associate’s degree plus 4 years’ additional work experience, related to the applicable labor category’s required experience, may be substituted for a Bachelor’s Degree.)
- Less than three (3) years’ experience in a Science, Technology, Engineering and Math field; includes program analysts and management consultants.
Essential Duties:
- Conduct organizational studies and evaluations.
- Design systems and procedures.
- Conduct work simplification and measurement studies.
- Prepare operations and procedures manuals.
- Provide support for any and all space requirement issues to include analysis of resources and engineering requirements for all seating, space, and equipment within the NAWCAD Competency.
- Initiate and process all space related requirements in accordance with the DOD, NAVAIR and NAWCAD policies.
- Provide assistance with the development, coordination and execution of NAVAIR Space Requests, Basic Facilities Requirements (BFR), Gap Analysis spread sheets, NAVAIR Space Board (NSB) Presentations, and coordinate the initial Naval Facilities Engineering Command (NAVFAC) Work Requests.
- Maintain historical files to include all department Space Requests, NSB meeting notes, directions for future staff work and Decisions of Record.
- Maintain detailed database of all available and occupied spaces within the department through statistical inventory assessments/surveys and the oversight of automated management tools.
- Perform regular and recurring survey of space utilization.
- Analyze and maintain floor plans and schematics of their assigned facilities in network including distribution and furniture layout.
- Provide technical support to Facility Manager in all outfitting actions including furniture procurements, technical drawings, building schematics, NMCI infrastructure, telecommunications and video communications acquisitions, and scheduling of contract move support.
- Support the NAWCAD competency at move strategy meetings, project status meetings, and interagency coordination meetings.
- Maintain and submit to the Facility Manager a real-time running progress report for all space related projects in work to include the project scope and milestones on a weekly basis.
- Maintain Gap Analysis database and provide weekly reports and recommendations to the Facility Manager; using Gap analysis results, proactively work with Competency Department Operations Officers to develop space strategies to meet future needs.
- Act as the primary emergency management representative and liaison with installation Emergency Management (EM) Personnel including commanders and first responders; manage and coordinate any fire alarm, power/water outage or other emergency response actions.
- Support management in the updating and documenting of NAWCAD security tasks and establish Standard Operating Procedures (SOP) for safety and security of all NAWCAD 4.0 facilities.
Knowledge, Skill and Abilities:
- Strong communication and organizational skills.
- Knowledge of space requirement issues including analysis of resources and engineering requirements for seating, space, and equipment.
- Knowledge of Space Requests, BFR, Gap Analysis spread sheets, NSB Presentations, and coordination of NAVFAC Work Requests.
- Ability to establish and maintain accurate file systems.
- Ability to perform all functional duties independently.
