Job Description
This is a Contract Specialist position responsible for negotiation and administration of contracts, task orders and subsequent amendments consistent with client requirements, government regulations, and procurement policies and procedures.
The primary responsibilities of this position are:
- Reviews solicitation requests and proposal volumes to proactively identify and mitigate risk areas and ensure compliance with terms and conditions.
- Collaborate with business development and proposal teams to support the preparation and submission of proposals, ensuring compliance with solicitation requirements.
- Draft, review, and negotiate non-disclosure agreements, teaming agreements, consulting agreements, contracts, and subcontracts, from proposal stage to project close out ensuring accuracy, completeness, and compliance with legal and regulatory requirements.
- Administers a portfolio of contracts through negotiation, correspondence, documentation, certification, financial reporting, and product delivery.
- Analyze contract terms and conditions to identify potential risks and recommend mitigation strategies.
- Manage various contract types, including Fixed-Price, Cost-Reimbursement, Time-and-Materials (T&M), and Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.
- Analyze financial implications of different contract types and provide recommendations.
- Ensure that all contracts adhere to company risk management policies and procedures.
- Maintain accurate and up-to-date records of all contract documents and correspondence.
- Conduct compliance reviews to ensure adherence to contractual obligations and regulatory standards.
- Enter and maintain accurate contract financial data in both the organization's ERP as well as government systems.
- Ensure timely and accurate updates of financial information and contract modifications.
- Address and resolve contract disputes, claims, and issues with clients, subcontractors, and vendors.
- Provide guidance and support in the resolution of contractual and performance-related disputes.
- Serve as a primary point of contact for contract-related inquiries and communications with internal and external stakeholders.
- Provide training and guidance to project managers and other staff on contract management processes and best practices.
- Stay updated on industry trends, regulatory changes, and best practices in government contracting.
- Identify opportunities for process improvements in contract management practices and procedures.
- Implement enhancements to streamline contract administration and improve efficiency.
- Maintains heightened knowledge of relevant industry and changing contractual procedures and practices.
KSAOs Required
- Knowledge of the practices, procedures, and processes involved in contracts administration and proposal activities.
- Knowledge of relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including FAR, DFARS and applicable Agency Supplements.
- Exceptional organizational skills.
- Excellent communication skills to independently correspond verbally and in writing to company and customer leadership.
- Able to think and operate strategically and tactically and to operate in a fast-paced, timeline-driven environment with competing priorities.
- Ability to operate in a professional office environment.
- Excellent computer skills in Microsoft Office and Adobe.
- Familiarity with Deltek Costpoint or Unanet would be a plus.
- Ability to travel occasionally for multiple days.
