Position Summary
We are seeking a highly motivated and experienced Director of Federal Operations with a strong background in Department of Defense (DoD) operations to lead and manage our federal IT services portfolio. This individual will oversee program execution, client engagement, and compliance across our federal government contracts, ensuring exceptional delivery of IT solutions aligned with mission-critical needs.
Key Responsibilities
Program Management
Lead and oversee the management of multiple DoD-focused IT services projects and programs, ensuring delivery on time, within scope, and on budget.
Develop and execute program management plans, including scheduling, resource allocation, and risk assessments.
Monitor program performance metrics, deliver reports, and ensure adherence to quality standards and service-level agreements (SLAs).
Client and Stakeholder Engagement
Act as the senior point of contact for DoD clients, fostering trusted relationships and ensuring client satisfaction.
Collaborate with key federal stakeholders to align IT service delivery with mission goals and emerging needs.
Proactively identify opportunities to expand service offerings within existing contracts and new business opportunities.
Contract and Financial Management
Ensure all programs comply with federal and DoD-specific contractual requirements, policies, and regulations.
Oversee financial management, including budgeting, forecasting, and cost controls for federal projects.
Track and manage contract modifications, task orders, and re-compete strategies.
Leadership and Team Development
Build and lead a high-performing team of project managers, technical staff, and support personnel.
Mentor and develop staff, fostering a culture of excellence, innovation, and collaboration.
Manage team resources effectively to balance workload and meet deliverables across contracts.
Compliance and Risk Management
Ensure compliance with DoD regulations, including FAR / DFARS, cybersecurity requirements, and organizational policies.
Identify, mitigate, and manage risks associated with program execution.
Maintain and enhance business continuity and disaster recovery plans for DoD operations.
Qualifications
Bachelor’s degree in Information Technology, Business Administration, or a related field; Master’s degree preferred.
10 years of experience in federal program management, with at least 5 years focused on DoD operations.
Proven track record in delivering complex IT solutions to federal or DoD clients.
Extensive knowledge of DoD-specific regulations, procurement processes, and security requirements, including FAR, DFARS, and NIST 800-171.
Strong leadership skills, with experience managing cross-functional teams and matrixed organizations.
Exceptional communication and interpersonal skills, with the ability to influence and engage senior stakeholders.
PMP or DAWIA certification preferred; ability to obtain and maintain DoD security clearance required.
Preferred Experience
Familiarity with IT technologies, such as data networking, wireless, cloud computing, cybersecurity, within the federal landscape.
Experience supporting mission-critical systems and services for DoD agencies.
