What You’ll Do:
The Risk Analyst Compliance Officer role, provides direct administrative and operational support to the Chief Operating & Risk Officer (CRO), serves as designated Compliance Officer with indirect support to the Risk Management (RM) Department. Responsible for maintaining and tracking all review, audit and assessment initiatives as well as capturing the results, deficiencies, and exceptions to ensure effective monitoring and coordination by the office of the CRO. Assists in the analysis, monitoring and revision of current SBLC policies and procedures to ensure practical and timely compliance. Assists in communications between the office of the Chief Risk Officer and all respective areas of the Company regarding risk management and compliance requirements, laws, and procedures. Acts as the liaison to the Risk Management Department groups. Assist with the development and oversight of expanded Lending Programs, both State, US Treasury and SBA related. Prepares presentations, reports, documents, drafts and forwards required written material to company constituents upon approval. Monitors, updates, and maintains multiple tracking logs and reporting.

Job Duties:
- Prepare and/or perform analysis, monitoring and revisions of current policies and procedures to ensure compliance with the applicable SBA Standard Operating Procedures (SOP’s), Federal or State laws and regulations, Internal Risk Rating, and Internal Control requirements.
- Serves as designated Compliance Officer per SBA regulatory requirements.
- Serves as Third-Party/Vendor Management Coordinator/Officer
- Assist in the preparation of the Annual Risk Management Review & Compliance Plan.
- Maintain tracking to ensure departments and staff are made aware of upcoming compliance requirements and/or changes within the required time frame as established by management.
- Responsible for maintaining and tracking all review, audit and assessment initiatives as well as capturing the results, deficiencies, and exceptions to assure effective monitoring and coordination by the office of the CRO. This includes Risk Management Department Reviews, Internal Audit Reviews, External Loan Reviews, and Regulatory Request, Reviews and Complaints.
- Assisting the CRO in preparation for SBA and/or State Regulatory Examinations and Reviews.
- Maintaining tracking and monitoring to coordinate with Outside Audit, Contractors, initiatives, schedules, requests, and preparations affecting the CRO.
- Manages documentation and folder structure archives of the Risk Management Department.
- Liaison to the Companies outside review and compliance consultants for routine and annual risk assessments and monitoring reviews.
- Develop, Perform, Report routine standalone compliance reviews and projects to supplement / augment Internal Controls compliance, and corrective action aspects of internal/external compliance.
- Provides administrative support by assisting with implementing systems, procedures, and policies, completing projects in support of compliance auditors/reviewers. Provides informed, professional, accurate service and support to SBLC employees and vendors.
- Performs other job-related duties as assigned.
- Risk Management Group/Committee – Assist the CRO in creating the agenda for the Risk Management Group/Committee and establishing monitoring and tracking of Risk Management required compliance actions and activities. Responsible for documenting, drafting, and forwarding Group/Committee Meeting Minutes to Group/Committee Members.
- Enterprise Risk Management (Management & Board) – Assist the CRO in creating agenda and coordinating the preparation and presentation of Risk Assessment, Risk Plan(s) and Enterprise Risk Reports to Management & Board. Maintain active log of key issues and action items. Act as coordinator and liaison with Management & Board Members, Internal Audit, CEO and supporting consultants. Familiar with reporting, metrics, and RM tools.
- Internal Reviews and Audit – Develop, Conduct and Assist the CRO with routine reviews, compliance tracking and coordinating with Internal Audit/Review issues, Credit, Closing, Accounting, Servicing and the CEO on key internal control issues and items identified as requiring action.
- CRO Risk Management Logs & Tracking - Responsible for monitoring, updating and maintaining various tracking logs which includes the Internal and External Audit/Reviews, the Monitoring Schedule, the response tracking Annual Risk Assessment, Complaints, Exam and Vendor Management matrix and other required CRO Risk Management Department activities.
- Fraud & Consumer Complaints: Coordinates with CRO the logging, preparation, and responses for Regulatory, Fraud and Consumer Compliance protocols. Coordinates with all departments in the Company.
- Vendor Management – Assisting the CRO in administering the Vendor Management, maintaining docket for Vendor Analysis, Review and Approvals.
- Bachelor’s degree; or completion of a specialized course of study at a business or trade school; or completion of a specialized and extensive in-house training or apprenticeship program.
- Three to five years of similar or related experience. Regulatory/Compliance experience a plus.
- Attention to detail in researching, formulating an opinion on and implementing vague regulations, while enabling the Company to conduct its business without interference.
- Good communication skills. Familiarity with conducting compliance reviews and report writing.
- Knowledge of SBA and non-bank regulatory protocol, courtesy, and tact are essential elements of the job. Work involves much personal contact with others inside and/or outside the organization for purposes of giving or obtaining information, building relationships, or soliciting cooperation.
- Knowledge of federal, state, and local program lending laws, regulations and standards is critical.
- Proficiency in Microsoft Word, Excel, Outlook, Lucid-Chart, and Power Point.
- Position may/will require limited travel limited to conferences, governmental agencies and/or VSBA Branch locations. Remote position requires in-home office environment with attendance commensurate upon timelines for analyst work completions.
