Under general direction of the Ambulatory Care Clinic Medical Officer, this manager will provide senior management of a major program operation and/or services within the Ambulatory Care clinics.
The Senior Behavioral Health Manager (Ambulatory Care) will oversee the Behavioral Health Integration Program and the Comprehensive Perinatal Services Program for Ventura County Ambulatory Care. This manager will be tasked with program design, hiring and training new team members, workflow development, and ensuring compliance with regulatory standards. This Manager will lead a multidisciplinary team, collaborate with clinic leadership and medical staff, and engage with county stakeholders and community partners to ensure integrated, high-quality care.
As the behavioral health expert for the organization, the Senior Manager - Ambulatory Care Administration will contribute to strategic planning, policy development, and provide ongoing guidance to staff and stakeholders. The incumbent will track and report on program outcomes, using data to drive continuous improvement and ensure program success.
The ideal candidate will be bilingual (English/Spanish) and have extensive leadership experience in program development, making key clinical and administrative decisions, and ensuring that operations align with strategic goals and regulatory requirements in a supervisory capacity ideally within a primary care behavioral health integration program.
PAYROLL TITLE: Senior Behavioral Health Manager
EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

Senior Behavioral Health Manager is a Management classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB3 level.
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only. There is currently one (1) Regular vacancy.
TENTATIVE SCHEDULE:

Duties may include but are not limited to the following:
- Plans, organizes, and supervises ambulatory staff to achieve agency and department goals;
- Provides critical analysis and decision-making for operations;
- Establishes and monitors policies, procedures, and performance outcomes;
- Develops and oversees new initiatives and programs to enhance revenue and service delivery including maximizing revenue at the Federally Qualified Health Clinics (FQHCs) through rate resetting strategies;
- Supports strategic service transformation in line with the Ambulatory Care Strategic Plan;
- Ensures interagency collaboration and oversight of ambulatory care clinic services;
- Compiles, analyzes, and reports on financial and statistical data to improve operations;
- Oversees and directs the operations of the Comprehensive Perinatal Services Program;
- Oversees and translates (English/Spanish) program curriculum to clients and staff;
- Assists with special or complex client cases; and
- Performs other related duties as required.

DEPARTMENT/AGENCY SERVICE: Currently working as a Regular employee for the County of Ventura Health Care Agency. NOTE: A Regular employee is an employee who holds an allocated full-time or part-time position in the County budget excluding (but not limited to) extra help or intermittent employees, provisional appointees, enrollees in training programs, and/or independent contractors.
EDUCATION, TRAINING, and EXPERIENCE:
Extensive supervision, program operation or management experience, or technical related experience which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge, skills, and abilities may also be obtained by:
Any combination of education, training, and experience equivalent to a Master's degree from an accredited college or university in mental health, public administration, business administration, or related field; four (4) years of management experience including supervisory experience in a mental health care environment or department.
NECESSARY SPECIAL REQUIREMENTS
- Four (4) years of experience working in Integration services
- Possession and maintenance a valid California License as a Licensed Clinical Social Worker or a Licensed Marriage and Family Therapist
- Must possess and maintain a California driver license as a condition of continued employment
- Must be bilingual (English/Spanish)

ORAL EXAM – 100%: A job-related oral exam will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
If there are three (3) or fewer qualified applicants, an oral exam will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
