What We Offer
The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee in this position will also be eligible for the following:
- Educational Incentive for a completion of: 2.5% for an Associate's degree, 3.5% for a Bachelor's degree, or 5% for a Master's degree.
- Vacation Accrual: Initially 14 days per year; after approximately five (5) years of service increasing to 19 days a year; after approximately 11 years increasing to 10 days per year and then increasing 1 day a year, through 15 years of service; topping out at 26 days per year after approximately 20 years of service with a maximum accumulation of 400 hours.

The Information Technology Services Department (ITSD) works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs, including project management, business process improvement, applications support, voice/data infrastructure, data security, threat and vulnerability/risk management, and extended staffing.
The Position
Under direction, the Desktop Virtualization Administrator - End-User Computing (EUC) manages and maintains the Human Services Agency's (HSA) VDI environment utilizing specialized tools and management infrastructure configurations to facilitate seamless deployments to desktop clients. As the subject matter expert (SME) and primary point of contact (POC) for VDI-related projects, this role involves building, installing, and supporting the VDI environment on a Hyper Converged Infrastructure (HCI) platform. Responsibilities include analyzing performance to ensure optimal user experience, providing escalated technical support, and delivering VDI-specific training to the agency's technical support team. The Desktop Virtualization Administrator fosters positive relationships with IT partners within ITSD, county agencies, and external vendors while maintaining a smooth, secure, and efficient virtual desktop experience for end-users.
The Ideal Candidate
The ideal candidate possesses a strong blend of technical skills in planning, coordinating, managing, executing, and troubleshooting the process of deploying virtual desktops. They have extensive experience with VMware products, including expertise in administering systems on VMware Hypervisors and supporting Horizon End User Computing environments with non-persistent virtual desktops. This includes experience with customized golden image development, software packaging and deployment, delivering desktops using zero clients or software-based clients and knowledge of profile management solutions commonly used in VDI environments, including Microsoft FSLogix Profile Containers and VMware Dynamic Environment Manager (DEM). Strong troubleshooting skills within the Horizon advanced feature set are essential, along with the ability to identify and escalate issues beyond their domain. Experience with Hyper-Converged Infrastructure (HCI) platforms and/or Cloud Computing (AWS/Azure) is highly valued. A deep understanding of networking, storage, and security concept related to virtualization is crucial. Additionally, the candidate will have at least three (3) years of experience with Microsoft Windows Server technologies, including proficiency in designing and administering Active Directory Services, as well as managing DNS and DHCP.
Payroll Title and Approximate Salary
Office System Support Analyst II (OSSA II) $3,600.48 - $4,997.93 Biweekly
Office Systems Support Analyst II is represented by the Service Employee's International Union (SEIU) and is eligible for overtime.
Distinguishing Characteristics
Office Systems Support Analyst II (OSSA II): This position will hold primary responsibility for interfacing with customer departments to establish the appropriate objectives for developing new, or enhancing existing, personal business computer-based office systems. It is distinguished from an Office Systems Support Analyst I (OSSA I) in that as the journey level in the series, works more independently and has responsibility for directing all facets of a project, which, in itself, may encompass several systems and/or user departments.
The established eligible list from this recruitment may be used to fill current and future Regular (including temporary and Fixed term), Intermittent, and Extra-Help vacancies within the Information Technology Services Department. There is currently one (1) Regular, Full-Time vacancy.
TENTATIVE SCHEDULE

Closing Date: Continuous and may close at any time; therefore, the schedule for the remainder of the process will depend upon when we receive a sufficient number of qualified applicants to meet business needs.Typical duties may include, but are not limited to the following:
- Compile, test, and deploy custom and optimized Golden Image(s) to the user production environment. Perform all requisite Lifecycle Management operations on Golden Image(s) for testing and production configurations.
- Provide support through upgrades, firmware updates, device profile configurations, patches, troubleshooting, and retirement to meet business needs and minimize impact to business processes.
- Troubleshoot or determine corrections for the VDI infrastructure including the hypervisor layer and client-facing issues (e.g., Horizon Client, zero-clients and associated VDI protocols) and effectively use vendor and partner agency support to expedite troubleshooting and resolution.
- Work directly with other End User Computing Administrators to maintain the virtual client pools and virtual machines for maximum efficiency and system availability.
- Develop, document, and follow standard processes using service management best practices, run books, design documents, policies, and maintenance schedules to provide consistent quality outcomes.
- Monitor assigned service requests/incidents to accept, troubleshoot, resolve, and escalate tickets consistent with department policies to meet service level commitments.
- Verbally and in writing, communicate project status reports to management on progress for assigned tasks and projects using standard templates and/or work management systems.
- Create, review, and maintain approved applications (not included in the Golden Image) and prepare application packages for publishing within the virtual infrastructure.
- Install and configure new physical and virtual servers in an on-premises private cloud to support application requirements. Develop, manage, and optimize all facets to support migrations from an on-premises to a Cloud infrastructure.
- Perform audits, license purchases, renewals, and ordering of hardware and software to maintain accurate inventory of licenses.
- Accept assignments as the subject matter expert for multiple enterprise technologies to determine correct resolution for services requests/incidents and escalate to appropriate vendor when problems exceed internal expertise.
- Collaborate with other System Administrators to troubleshoot and resolve issues that negatively affect the virtual computing environment.
- Assign various tasks to subordinate positions and monitor status.
- Evaluate and recommend upgrades to new technologies to maintain systems current with technology developments.
- Perform capacity planning to follow industry best practices while developing network strategies in support of services supplied to Agency customers.
- Support user accounts, security groups, and group policies within Active Directory, and supported applications.
- Ensure Service Level Commitments (SLCs) are being met in areas of responsibility.
- Performs other related duties as assigned.
Education, Training, and Experience:
Any combination of education/training/experience which has led to the acquisition of the knowledge, skills, and abilities such as the equivalent to three (3) years of specific experience with personal computing, software and server technical support in a virtual desktop infrastructure environment OR one (1) year as an Office Systems Support Analyst I (OSSA I) with the County of Ventura.
Necessary Special Requirements:
- At least two (2) years of experience providing administration management for virtual desktops and applications in a Horizon End user computing environment;
- At least two (2) years of experience in Windows Server systems administration, security operations or enterprise IT service center operations;
- Experience with End User Computing (EUC) Lifecyle Management (golden image development, testing) and profile management solutions commonly used in a non-persistent Virtual Desktop Infrastructure environment;
- Possession of a California driver license;
- May be required to travel within the County to conduct studies or troubleshoot;
- May be required to work long hours to resolve production problems or meet project deadlines;
- Willing and able to work nights, weekends, and holidays on an on-call basis;
- Ability to lift up to 52 pounds
- Ability to occasionally work in a server room with extreme noise;
- Excellent written and verbal communication must be demonstrated in the completion of the employment application and supplemental questionnaire.

ORAL EXAMINATION - 100%
A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which the job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of 70% will be assigned to each application, and each applicant will be place on the eligible list.
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
