POSITION PURPOSE : Responsible for developing and managing the facility environmental programs. Identifies and mitigates environmental risks in support of plant and company performance and reliability goals. Establishes and manages programs directed toward the continuous improvement of environmental objectives. Provides regulatory expertise to strategize and maximize company position within environmental economic programs and interaction with regulatory officials. Coordinates environmental programs with an emphasis placed on identification and communication and training on regulatory requirements to facility personnel. Provides support to all plant departments and interacts with contractors during expansion projects in an environmental function as well as occasionally project manager functions.
PRIMARY DUTIES / RESPONSIBILITIES
- Identifies risks and provides mitigation plans which are consistent with business performance and reliability goals. Establishes management systems that support company goals and meet / or exceed regulatory requirements.
- Develops costeffective staffing / consultant / employee utilization plan.
- Integrates environmental concepts into all facets of power plant business finance and capital planning performance modeling operations maintenance and engineering.
- Provides air regulatory expertise. Develops long term strategies to enhance companys stake in economic based compliance programs.
- Provides waste and storm water regulatory expertise. Develops long term strategies to enhance companys stake in economic based compliance programs.
- Directs site assessments and due diligence for acquisitions and expansion projects.
- Audits environmental program implementation. Works closely with Managers Supervisors and hourly employees to ensure effective implementation and enforcement of policies and procedures including inspections and to help install a proactive positive environmental culture at the plants.
- Serves as contact to regulatory agencies. Negotiates new and modifications to facility permits. Provides notification to government agencies as required.
- Provides environmental regulatory expertise to Plant Manager.
- Prepares estimates specifications and schedules for environmental consultant contractor and equipment upgrades. Responsible for related project management and cost and progress reports.
- Provides input into proposals or actual changes to plant operations.
- Develops and manages hazardous materials emergency response and contingency planning efforts. Coordinates facility program with response contractors LEPC (BFD) and Government Agencies.
- Serves as planning Team Leader for Toxic Use Reduction and Storm Water Pollution Prevention.
- Serves as CoChairperson of the plant Safety Committee.
- Prepares and manages the Environmental budget.
- Coordinates environmental consultants and contractors as needed.
- Leads and coordinates facility testing : combustion equipment stack wastewater discharge and solid waste characterization.
- Works closely with managers and supervisors to develop schedules and plans based on the facilitys operating requirements and equipment needs. Meets formally and informally with all departments to ensure plans are supported and all environmental requirements are in place.
- Manages environmental recordkeeping and reporting programs. Prepares reports for regulatory submittals. Maintains plant environmental records including permits compliance data training records etc.
- Audits environmental and safety program implementation. Conducts facility inspections. Provides compliance status report to management.
- Identifies and coordinates environmental and safety training requirements.
- Leads environmental incident investigations RCA evaluations and corrective action implementation.
- Develops hazard control designs methods procedures and programs. Coordinates worksite evaluation and characterization and job hazard analyses with respect to chemical physical and biological exposures.
- Audits and measures the effectiveness of hazard controls and hazard control programs. Communicates the results to management.
- Designs and implements Supervisor and Employee training programs on topics such as accident investigation safety inspections use of protective equipment confined space entry lockout tagout respiratory protection etc.
- Reviews incident investigations. Performs root cause analysis. Recommends appropriate corrective actions.
- Maintains a variety of records and documents onsite and archived for compliance purposes
- Participates in and leads as requested mandatory training and other programs.
- Collect weekly monthly water samples.
Specific Environmental Compliance Responsibilities include but are not limited to :
The EHS Manager must be knowledgeable in Federal and GAEPD regulations including CAA CWA RCRA CERCLA SPCC SARA AST OSHA 1910.120 HAZWOPER and waste disposal. Responsibilities include :
PHYSICAL REQUIREMENTS / WORK ENVIRONMENT
Must be able to wear protective clothing including protective coveralls respiratory protection (APR / SCBA). Must be able to work internally in the physical plant and externally on the facilitys grounds or at satellite facilities. May be required to work evenings and weekends.
The employee will be required to wear personal protective equipment and clothing where appropriate because of their work around potential hazards such as loud noise airborne particles vibration and hazardous materials. This protective equipment includes but is not limited to safety eyewear footwear hard hat gloves hearing protection and specialized clothing where applicable. Must be able to work in extremes of hot and cold temperatures and inclement weather conditions. Must be able to tolerate dust and other airborne particles and other materials such as diesel and lube oils. Under certain conditions while working in the plant may be required to wear a respirator respirators are required in specified areas therefore the employee will be issued with and trained in the proper use of this equipment. At no time is facial hair permitted. May require repetitive stooping bending climbing reaching and carrying; intermittent lifting and moving up to 20 lbs. Must be able to work from ladders scaffolds highlifts and in confined spaces.
