Position Purpose:
The position will be accountable for ensuring the highest level of treated water quality while optimizing the day-to-day operations and maintenance of a Grade 3 wastewater treatment plant, Spray Irrigation System, and Class II Wastewater Collection System, including staff supervision and ensuring compliance with state and federal regulations. This position requires at least 90% of time dedicated to hands-on work. In addition, the position will be the on-site representative for maintaining good, contract compliance and administration, company policy administration and management. The position requires working overtime to fill in for scheduling gaps, open shifts caused by vacation, sick or other leave; must available for weekend work.
In addition, the position requires skills in the area of employee management that includes performance management and staff development, health and safety program maintenance, environmental compliance.

Primary Duties/Responsibilities:
- Responsible for primary on-site client contact and client satisfaction.
- Supervises and participates in the day-to-day operation of wastewater treatment facility and collection system.
- Responsible for directing plant maintenance and repair activities as defined by contract.
- Analyzes and optimizes existing operating parameters, implementing performance testing and troubleshooting and resolving routine and moderately complex operational equipment and instrumentation problems within treatment plant operations.
- Evaluates all data and information pertaining to the proper operation of the facility and implements necessary adjustments ensuring the treatment processes operate in compliance with state and federal regulations.
- Initiates or recommends new or improved practices and procedures and writes and updates SOPs.
- Plans, organizes, schedules, assigns, and evaluates the work of staff; provide training and counseling as needed.
- Reports serious or potentially hazardous malfunctions to Area Manager.
- Assists in maintenance of plant records and in preparation of reports and documents related to work; Investigates and prepares incident reports, employee injury forms, and vehicle and equipment accident forms; assures work is completed according to standard utility practices and procedures.
- Inspects plant log records, gauges, meters and other plant testing and measuring devices to ensure that equipment is functioning properly.
- Assists the Regional Leader with evaluating assigned staff, handling employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Commitment to health, safety and protection of the environment: The position supports VNA’s commitment to safety by complying with the programs regarding health, safety and protection of the environment. The position demonstrates safe work practices, takes part in safety meetings, and advises the Area Manager of any non-conforming conditions.
- Accountable for performance goals.
- Adhere to annual expense budgets.
- Interfaces with client contacts, vendors and contractors regarding project related issues.
Education/Experience/Background:
- High School Diploma/GED is required.
- Intermediate level – 3 to 5 years of experience in wastewater treatment facility with demonstrated skill in on-site project management.
- Strong electrical and mechanical background with pumps.
- Familiarity and adherence to all environmental and safety compliance regulations.
- Proficient knowledge of Google applications.
- Ability to effectively supervise skilled and unskilled employees.
- Ability to work harmoniously and tactfully with other departments.
- Ability to keep accurate records and submit accurate reports.
- Ability to communicate effectively both orally and in writing.
- Ability to maintain, repair and adjust treatment processes to ensure the highest level of treatment is maintained.
- Ability to check the operation of equipment and to detect defects in operation.
- Ability to take accurate readings and to make arithmetical computations.
- Ability to accurately budget, track and forecast project financial requirements.
- NC Grade 3 Wastewater Operator Certification or higher.
- Surface Irrigation Water Pollution Control Certification.
- NC Grade 2 Collection System Certification.
- While performing the duties of this job, the employee is regularly required to talk or hear.
- The employee is frequently required to stand; walk; climb stairs or ladders; sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl and taste or smell.
- The employee may occasionally lift and/or move up to 50 pounds and move rolling sludge hoppers up to 200 pounds.
