Job Summary:
The GGL Senior Credit Officer II is responsible for the overall quality of the Bank’s Government Guaranteed Lending loan portfolio and protecting the capital position of the Bank by ensuring that key credit issues and risk exposures are thoroughly analyzed and effectively presented, the credit decisions are acceptable and the structures appropriately mitigate the Bank’s risk exposure, the credit actions adhere to Credit Policy and the SBA SOP and USDA Regulations & Guidelines, all applicable state and federal banking regulations and the assigned Risk Ratings are accurate and justified.
The GGL Senior Credit Officer II reports to the Chief Credit Officer and may be called upon to advise the GGL BDOs and GGL Underwriters in the underwriting, structuring and negotiating of transactions and to provide guidance for prompt corrective action on past due loans, problem loans, non-accruals and charge-offs. The GGL Senior Credit Officer II is expected to provide expertise in the various Government Guaranteed Lending loan programs using a demonstrated proficiency and knowledge of the SBA SOP and USDA Regulations & Guidelines, credit policies, regulatory requirements, analysis, and credit structure.
Responsibilities and Duties:
Negotiates, where necessary, terms under which credit will be extended, including the repayment terms and collateral requirements.
Ensure all due diligence and background evaluation is complete before credit approval is granted.
Ensure the effective administration of the corporate loan policies, programs, objectives and goals as well as the SBA SOP and USDA Regulations & Guidelines.
Oversee documentation of loans to ensure complete loan files are maintained; works with the Bank’s BDOs, underwriting and monitoring teams as needed.
Monitor and manage loan portfolio quality metrics.
Ensure the integrity of credit process, credit approval documentation and compliance with applicable laws, regulations and the SBA SOP and USDA Regulations & Guidelines.
Ongoing execution of the strategic direction of lending operations to produce successful loan originations, portfolio mix, product development and quality originations.
Oversee underwriting standards and policies and product development.
Ensure GGL credit policies and procedures are routinely reviewed, modified as necessary, and well-communicated throughout the organization.
Work closely with compliance to ensure all aspects of lending are compliant with federal and state regulations, and Veritex Policies.
Participate in overall management of GGLD as a member of the GGLD leadership team to assist in achieving quality loan originations, long-term profitability, portfolio growth, and strategic direction.
Work collaboratively across GGLD, specifically with other leaders, to support the LOB vision, lending goals and a team environment.
Development and monitoring of robust GGL Credit Dashboard (in conjunction with the PARRiS Dashboard) to provide the appropriate information to key stakeholders and Executive Management documenting loan origination activities.
Present GGL Dashboard to Executive Management, as necessary, for LOB oversight purposes.
Oversee, with GGL Director of Servicing, loan servicing actions ensuring compliance with the SBA SOP and USDA Regulations & Guidelines, Bank credit policies and banking regulations.
Enforce risk-rating and underwriting standards.
Act as credit liaison to regulatory agencies, outside accountants, consultants and others as needed.
Leverage loan data and business intelligence to improve the LOB's overall risk performance and guidelines.
Identify potential problem credits with the GGL Director of Servicing, coupled with appropriate intervention, to minimize losses.
Assesses risk ratings of loans at approval, and on an ongoing basis.
Work with GGL Director of Servicing to identify and manage problem loans, continue to work with Special Assets or Bank attorneys as needed.
Job Skills and Qualifications:
Bachelor’s degree required, preferably in Finance, Accounting, or Economics; MBA preferred.
A minimum of ten years experience in a Government Guaranteed Lending credit approval and portfolio monitoring role.
Strong experience in Government Guaranteed Lending (SBA & USDA) and workouts is required.
Thorough knowledge of the SBA SOP and USDA Regulations & Guidelines.
A high level of interpersonal skills to communicate policies, procedures and objectives effectively throughout the GGLD LOB and Bank and to cultivate working relationships with BDOs and clients.
A high level of analytical skill to assess and manage areas of responsibility, including determination of credit risk involved and making final approval decisions.
Proficient with Excel and Microsoft Word.
Strong written and verbal communications skills.
Thorough understanding of the various Government Guaranteed Lending products and services.
Thorough knowledge of commercial loans, principles, policies, and practices.
Thorough knowledge of financial statement analysis.
Knowledge of current lending laws and regulations.
