Payroll Specialist
GRADE: 12
Non-Bargaining Unit
FLSA: EXEMPT
BASIC FUNCTION
To process payroll for the Vermont State College System and to provide excellent customer service as it relates to employee pay and pay-related information. This position will work closely with the Human Resource department.
This position is funded for two years.
Characteristic Duties & Responsibilities
This position reports to and is supervised by the Payroll Manager.
SUPERVISION EXERCISED
None
Minimum Qualifications
Associates degree in business or other appropriate discipline, plus at least three years of relevant personnel and/or higher education administration experience or a combination of education and experience from which comparable knowledge and skills are acquired.
The successful candidate will locate in Vermont. Some remote work from home possible.

BASIC FUNCTION
To process payroll for the Vermont State College System and to provide excellent customer service as it relates to employee pay and pay-related information. This position will work closely with the Human Resource department.
This position is funded for two years.
Characteristic Duties & Responsibilities
- Maintains and updates payroll information by utilizing the payroll software for collecting, calculating, and entering data; including, but not limited to, timekeeping, supervisory approvals, garnishments, employee advances, etc.
- Processing mock and regular payrolls on a regular basis.
- Answers questions from employees related to payroll topics and resolves payroll discrepancies by collecting and analyzing information.
- Maintains payroll operations by following policies and procedures; reporting needed changes to supervisor.
- Maintains a working knowledge of the VSC bargaining unit agreements in order to implement the different agreements as they relate to payroll.
- Maintains employee confidence and protects payroll operations by keeping information confidential.
- Working closely with the Payroll Manager and Human Resources, implements the payroll related aspects of the VSC payroll system; keeps current with system upgrades and trainings.
- In coordination with the Payroll Manager and Human Resources, develops and provides training to end users and make suggestions for process improvements.
- Prepares/compiles various internal administrative reports as well as reports for external users, such as government agencies and professional organizations.
- In coordination with the payroll vendor, ensures the VSC is compliant with federal and state taxes, including other states and countries where applicable, including the preparation of necessary paperwork and forms.
- Assists the Payroll Manager with federal and state filings and reconciliations, including setup, review, and monitoring of payroll vendor services and completing required filings as necessary.
- Performs accounting and other financial tasks as needed, including audit requirements.
- Assists with/carries out special projects as assigned.
- Keeps abreast of current developments in relevant government regulations, court decisions, and higher education personnel policies related to payroll. Attend professional development opportunities.
- Performs other related duties as assigned.

Minimum Qualifications

- Excellent computer skills, including a strong knowledge of excel
- Experience with automated payroll processing systems preferred
- Good understanding of payroll accounting principles and procedures.
- Strong writing, math, analytical, and problem-solving skills.
- Outstanding interpersonal communication skills – written and oral.
- Great organizational and administrative skills, especially with detail oriented tasks and responsibilities.
- Ability to deal effectively with a wide range of administrators, faculty, staff and students, often regarding highly sensitive or confidential matters.
