Job Overview
We are seeking a technician to join our Zoning and Sanitation Department. The ideal candidate will play a crucial role in supporting various projects related to wastewater system installations, buildings, and related construction for conformance to zoning and other regulations. This position requires you to obtain and maintain a POWTS - II Inspector license, and a Certified Soil Tester Morphological Evaluator license.

Position Summary

This is a specialized position in the County’s Zoning and Sanitation Department. Employee works under the direction of the Zoning Administrator/Sanitarian performing varied and complex duties, often acting and making decisions independently within established policies and guidelines.

Essential Duties and Responsibilities

This position description has been prepared to assist in evaluating duties, responsibility and skills of the position. Vernon County has the right to re-evaluate all positions on a continuous basis in determining the need for the position along with the availability of funding. The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive.

· Reviews applications and issues sanitary permits and zoning permits.

· Assists in the administration of the Wisconsin Fund Grant Program for the rehabilitation or replacement of failing septic systems.

· Travels to various sites within the County to inspect private onsite wastewater system installations, buildings, and related construction for conformance to zoning and other regulations.

· Administers the following County ordinances: Zoning, Floodplain, Shoreland/Wetland, Telecommunications, and Sanitary.

· Administers DSPS 82 through DSPS 87 of the Wisconsin Administrative Rule.

· Provides information and assistance to townships and recommends appropriate action to governing bodies involved.

· May work closely with the Department of Natural Resources in determining navigability of wetlands and floodplains.

· Makes necessary arrangements for public hearings for the Board of Adjustment /Zoning Committee. This includes notifying the county newspaper for publication, notifying the Board of Adjustment and/or Zoning Committee and Township officials, landowners, and interested parties. Prepares and posts notice of hearing/meeting, makes room arrangements, assists with agenda, etc.

· Receives, receipts, and deposits monies received for permits, ordinances, zoning violations, plat reviews, hearings, etc.

· Prepares monthly reports.

· Operates personal and/or county vehicle to and from inspection sites and meetings.

· Works with the public, township personnel, plumbers, certified soil testers, realtors and lending institutions.

Related Job Functions

· Performs related work, as required or directed.

· Works with other county departments and committees. Instructs the public on proper permitting procedures.

· Attends meetings in the absence of the Zoning Administrator/Sanitation.

· May take the minutes for the Committee meetings and Board of Adjustments.

· Responsible for the maintenance of necessary records and files.

· Uses computer (database, word processing, spreadsheet, and communications).

Physical Demands

· Ability to sit, stand, and move around for extended periods.

· Proficiency in keyboarding and using office equipment such as computers, printers, and copiers.

· Capable of lifting and carrying light to moderate office supplies.

· Visual acuity to read printed materials and view computers screen for extended periods.

· Manual dexterity to operate office equipment and perform tasks such as filing and organizing paperwork.

· Ability to communicate with the public and Vernon County staff in-person and on the phone.

· Ability to walk outdoors for long distances or over difficult terrain in all types of weather conditions, sometimes carrying equipment (5 to 30 lbs.).

· Travel to locations throughout Vernon County and inspect buildings and sites which could involve climbing stairs, stooping, crouching; entering backhoe pits; traveling rough, uneven, steep or marshy terrain or wooded areas.

· Occasionally may handle stressful situations and short deadlines.

· Drives personal and/or county vehicle.

· Involves minimal potential and/or direct exposure to blood or body fluids.

Education and Training Requirements

· Requires graduation from an accredited high school or GED and preference for an associate degree in related field.

· Required to obtain and maintain a POWTS - II Inspector license, and a Certified Soil Tester Morphological Evaluator license.

· Knowledge of zoning laws and regulatory codes.

· Comprehensive knowledge of private onsite waste disposal and groundwater regulations.

· Knowledge of tax description listings.

· Working knowledge of tax parcels, legal descriptions with the ability to interpret cartographic mapping features relative to slope, spatial relationships between topographic features, rivers and streams, wetlands, property lines, roadway right-of-ways, etc.

· Prepares project files with GIS contours, floodplain, wetland and shore land maps, as appropriate, property tax records, MFL information, etc.

· Ability to establish and maintain effective working relationships with supervisors, staff, and the general public.

· Basic knowledge of bookkeeping/accounting.

· Must have computer, MS Office, and basic bookkeeping experience.

· Must have experience working with the public.

· Have and maintain a valid driver’s license and vehicle available for required travel.

Job Type: Full-time

Pay: $28.23 - $36.96 per hour

Expected hours: 40 per week
