V2X is growing! V2X is currently seeking a Principal Systems Engineer for its Homeland Security Department. This individual will serve as a TSA Site Lead. The successful applicant will provide technical expertise and leadership for the design and construction of TSA certified Checked Baggage Inspection Systems (CBIS). The TSA Site Lead will support primarily the Checked Baggage Screening Equipment Deployment Services (SEDS) Program, which is a task order-based program, supporting nationwide airport projects. In some instances, there may be multiple projects at a single airport. The projects to be supported will be at varying phases of the TSA deployment life cycle including Planning, Design, Construction, Installation, Testing and Project Closeout.
Typical Duties
The TSA Site Lead will support project planning, coordination, and technical advisement services to facilitate Transportation Security Equipment (TSE) installation, integration, networking, testing, removal and relocation, as required by the checked baggage task order or checkpoint project. The position is the technical liaison to the TSA Regional Technical Monitor (TM) throughout the life cycle of each assigned project. The Site Lead will keep the TM highly informed on project progress and issues to avoid negative impacts to schedule, cost, or performance. In this position, you should be able to manage large and complex projects delivering them on-time and on-budget. Assist in managing the flow of information on the projects between the TSA TMs and the V2X program management office and engineering leads including review of Daily and Weekly Reports for Technical and Project detail accuracy before delivery to TSA. The successful applicant will be able to help in TSA business planning and the preparation of proposals.
The Site Lead will review and provide comments to Checked Baggage Inspection Systems (CBIS) construction drawings, specifications, cost estimates, and airport invoices. Working knowledge of Reduced Size, Medium-Speed, and High-Speed Explosive Detection System equipment from various manufacturers that have unique operating characteristics and limitations is required. The position requires familiarity with BHS controls, BHS operations, and TSA Airport operations. The Site Lead will be responsible for technical coordination, as well as cost and schedule performance of the project installation, test and acceptance development, training, and coordination for TSA Checked Baggage Inspection Systems (CBIS) usage. The Site Lead may be called upon to assist other Leads in developing and maintaining Master TRR Test Plans for both Checked Baggage and Checkpoint Systems and to assist Site Leads and Subcontractors in the uniform execution and application of the Plans.
Required Skills:
- Minimum of eight (8) years of relevant experience
- Experience with Project Management preferably on airport design and/or construction projects involving baggage handling systems, including basic proficiency with Microsoft Project scheduling software.
- Experience designing complex systems, ideally Medium Speed and Reduced Sized EDS baggage handling systems, including standalone installations and outbound sortation systems.
- Experience with airport terminal planning and design, with specific experience with construction phasing and airport/airline operations.
- Experience with Planning Guidelines and Design Standards for Checked Baggage Inspection Systems (PGDS) v7 the proposed PGDS v8.
- Experience planning and executing of functional check-out and testing.
- Experience leading Test Readiness Reviews (TRRs) and other customer reviews.
- Must possess excellent written and oral communication skills.
- Must be capable of completing and obtaining Airport SIDA badges with escort privileges at the project sites assigned without complication.
- Must be capable of completing and passing background investigations for Federal security, suitability, fitness and credentialing purposes.
- Candidate must have willingness to travel up to 50% of the time to airport construction sites.
- Must be proficient in Microsoft Office 365 suite of software. This includes MS Word, Excel, Outlook, PowerPoint, and Project.
Desired Skills:
- Familiarity with Checkpoint Requirements and Planning Guide (CRPG).
- Familiarity with TSA's PDGS CCR and RFV processes.
- TSA Regional Technical Monitor (TM) interface.
- Experience with Drawing/Cost Estimate/Schedule preparation, oversight, and reviews
- Experience with Airport drawing review and construction requirements coordination.
- Experience coordinating SAT, Integration, TRR, ISAT (as directed by the TSA TM).
- Experience developing shipping and rigging SOWs for Installations and Decommissioning's.
Required Education:
Bachelor of Science degree in a related Engineering field is desired, a Master of Science is a plus, with 8 years of combined relevant experience. An Associates of Science degree with 10 years of relevant experience will be considered or high school degree with 14 years of related experience.
