JOB SUMMARY, DUTIES AND RESPONSIBILITIES, QUALIFICATIONS
SUMMARY
The role of the Capital Projects Manager is to oversee and fully manage all phases of Multi-Family renovation projects at multiple properties within an assigned portfolio. Independent judgement is required to plan, prioritize, and organize all capital improvement projects and meet lender requirements. The Project manager is responsible for coordinating SOWs, budget estimating, obtaining competitive bids from contractors while acting as a liaison for the onsite property management team. The Capital Projects Manager must be organized, detail oriented and show strong budget control throughout the duration of the projects. This position represents the property owner to onsite teams, lenders, contractors and to the public.
DUTIES AND RESPONSIBILITIES
Assist the acquisition team with the takeover of new projects to ensure a smooth and successful transition into the portfolio. This includes participation in pre-assessments property unit walks, creating various scopes of work, providing input of best practices, developing cost effective projects, and outlining a realistic schedule for project completion.
Develops and prepares conceptual CAPEX budget estimates
Responsible for creating scope Statement of Work (SOW) and executing competitive RFP bids for varying specialties (roofing, electrical, structural, HVAC, etc.) quickly and efficiently.
Executing contracts with contractors and scheduling contractors, managing purchase order deliveries, and verifying material quantities.
Provides leadership, direction, and feedback to contractor site leads to ensure safety, quality control and scheduling.
Coordinates work of contractors on various phases of multiple projects.
Oversees performance of all trade contractors to ensure that all specifications and regulations are being followed.
Reports back to the Director of Facilities and Capital Improvements regarding progress and suggested modifications of plans.
Tracks and manages a renovation schedule and associated cost to achieve completion of projects.
Responsible for proper administration of construction contracts and ensuring contractors obtain all necessary permits and licenses.
Responsible for communicating information with the design team as needed to ensure compliance to design intent and owner/lender satisfaction.
Responsible for transportation for traveling to and from project sites as directed.
EDUCATIONAL REQUIREMENTS
High school diploma or equivalent required; additional education/training is a bonus.
Previous experience in the property management industry preferred.
Previous project management experience preferred.
PHYSICAL REQUIREMENTS
Frequent standing, walking, and moving throughout various property areas, including outdoor spaces and uneven surfaces.
Ability to maintain equilibrium to prevent falling from high places or when walking, standing or crouching.
Ability to climb stairs, scaffolds, ramps, poles, and ladders, often while carrying tools or equipment.
Ability to kneel, crouch, and crawl in confined spaces to perform repairs or inspections.
Frequent use of hands for handling tools, equipment, and small objects.
Frequent reaching by extending hand(s) or arm(s) in any direction.
Frequent handling of various sizes and weights of items. Needs the ability to seize, hold, grasp, turn or otherwise work with one or both hands. Fingers are involved only to the extent that they are an extension of the hands, such as to turn a switch or replace a light bulb.
Ability to operate standard maintenance tools and equipment safely, including power tools.
Adequate vision for inspecting property conditions, identifying hazards, and reading small print or diagrams (corrective lenses acceptable).
Ability to hear and communicate effectively with team members, tenants, and supervisors in potentially noisy environments.
Ability to correctly and safely lift, carry, push, and pull items weighing up to 50 pounds regularly and up to 100 pounds occasionally. This may include furniture, appliances, and heavy machinery.
Exposure to various weather conditions, including heat, cold, and rain, while working outdoors.
ADDITIONAL REQUIREMENTS
Valid Driver's License and/or reliable transportation. Employees may be required to report to different locations for work, and attend offsite meetings, training sessions, conferences, events, etc.
Proficiency in property management software.
Proficiency in software applications such as Microsoft Office and Gsuite.
Knowledge of, or ability to learn, Federal, State, and Local Laws pertaining to Fair Housing and Landlord/Tenant Laws.
