Veteran Technology Leaders (VTL), is seeking a Research and Program Evaluation Consultant to support VTL and our government customer in the RI area. This position provides the opportunity for significant client interaction by learning the client’s business and becoming a trusted advisor. Ideal candidates will demonstrate versatility in understanding and performing work related to a State Government Program Analysis and Evaluation (PA&E). This will be a hybrid work environment opportunity, with client site located in Providence, RI.

Responsibilities:
Develops and implements program quality plans and procedures. Ensures methodological rigor, validates findings, and develops best practices for improving child welfare and behavioral health services. Reviews, analyzes, and reports on quality discrepancies and data related to production.
- Provides expert analysis, strategies, and recommendations on PA&E processes and policies.
- Analyzes “as is” processes and provides activities and timelines.
- Designs “to be” processes that supports program analysis and evaluation functions.
- Provides the development and training expertise for program evaluation training sessions for government staffs at all levels across the Agency.
- Provides in-depth knowledge and expertise on program evaluation and research methods and analytical approaches.
Required Skills and Experience
- Bachelor's degree in a social science or appropriate quantitative field.
- 10 years in program evaluation and quality assurance.
- Expertise in evidence-based program implementation and continuous improvement methodologies.
- Strong background in measuring program effectiveness and compliance monitoring.
Job Type: Contract
Pay: $90,000.00 - $105,000.00 per year
