Summary This position is located within the Department of Veterans Affairs, Veterans Health Administration, within the VA Sierra Pacific Network (VISN 21), Palo Alto Health Care System, Medical Service. Position is supervised by the Business Manager of the service and is under the executive leadership of the Chief of Staff. The incumbent will be assigned to oversee performance of one or more specialty sections within Medical Service, as well as serving the data analysis needs of the service as a whole. Responsibilities Duties include but may not be limited to : Conducts fact finding and applies problem solving techniques to discover issues and potential solutions and to manage to the metrics. Identifies trends in data noting shifts that might indicate a need for practice change. Reviews data and functions independently with knowledge of data analytics, process improvement fundamentals and group facilitation Evaluates trends and develops a comprehensive analysis to present current models and potential solutions to the clinical team. Monitors key performance metrics. Manages the resolution of findings related to internal and external survey visits and inspections. Provide education and trainings of regulatory requirements and conducts audits for both administrative metrics and clinical environmental care metrics to ensure compliance. Work Schedule : Monday-Friday 08 : 00-4 : 30pm Telework : VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01 / 29 / 2025. Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note : Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and / or education as described below : Specialized Experience : You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to : ability to analyze problems to identify significant factors, gather pertinent data, recognize solutions, plan and organize work; communicate effectively orally and in writing; collecting, compiling and tracking data for clinic management and healthcare analytic projects within identified service lines; managing of clinics through consistent use of established processes and data systems; identifying clinic inefficiencies and bottlenecks; researching root causes and innovative alternatives to ensure the delivery of timely, appropriate, quality patient care. NOTE : Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. .OR, Education : Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two (2) years of progressively higher-level graduate education or master's or equivalent graduate degree or LL.B. or J.D., in a related field of the position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements : The work is sedentary. Typically, the incumbent may sit comfortably to perform work of the position.
