Summary A medical instrument technician at this level functions proficiently in all aspects of the Non-Invasive Laboratory. Incumbent works independently and is responsible to the Cardiology Clinical Manager, and Chief Cardiology Services, for the administrative functions of the Cardiology Department, relieving the Clinical Manager of complex administrative matters relating to the department's activities. Incumbent plans, organizes, develops, and directs the administrative and clinical activities. Responsibilities The duties include, but are not limited to the following : The Non-Invasive MIT Supervisor executes position responsibilities that demonstrate leadership, experience, and creative approaches to managing complex issues and systems. The incumbent independently performs the administrative and personnel management functions relative to staff supervised and exercises supervisory authorities at least 25%of the time in direct supervision and management of the Non-Invasive Cardiology staff. He / she establishes guidelines and performance expectations for staff in collaboration with the Cardiology Clinical Manager. The incumbent's duties includes determining, planning, and prioritizing work assignments to be accomplished by the non-invasive staff, and works with providers to ensure interpretation processes are in place. Identifies and conducts or provides developmental training needs or in-service education, responsible for developing performance standards, competencies, performance appraisals, promotions, disciplinary actions, personnel actions, and other personnel matters for non-invasive staff as appropriate. He / she develops ways of continuously improving quality of services provided. He / she provides advice and counsel to staff related to work, administrative, and personnel matters. He / she hears and assists with resolving complaints or conflicts within the department. He / she is also responsible for disseminating and implementing all Veteran's Administration policies to fully comply with regulations. He / she serves as a resource of regulatory requirements form the Veteran's Administration and other agencies, which affect internal procedures and policies. The incumbent is expected to provide the Cardiology Clinical Manager with definitive opinion, advice, and recommendations for actions concerning all administrative and clinical / technical aspects of the non-invasive area, utilizing sound management concepts and techniques. The incumbent systematically reviews administrative and clinical / technical functions including quality assurance, manpower utilization, equipment utilization, personnel, training, space utilization, supply procedures, and other relevant functions to resolve administrative, clinical / technical problems, which arise in the normal operation of the department. The incumbent analyzes result, identifies problems, and takes responsibility for independently solving problems and making decisions, then presents observations, conclusions, and recommendations to appropriate staff. Education : There are no specific educational requirements for this occupation. Education may be substituted for experience only at the GS-4 and GS-5 levels. Licensure or Certification : Licensure or Certification is not required for this occupation; however, it is strongly desirable at GS-6 or above as evidence of possession of the essential knowledge, skills, and abilities. For certain functional areas at the higher levels or supervisory assignments, specific certifications appropriate to the specialty are indicated. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations : At least 1 year of experience comparable to the next lower grade level, which is directly related to the duties of the position to be filled and must fully meet the KSAs at that level.   • Demonstrated Knowledge, Skills, and Abilities. KSAs 1, 2, and 3 are appropriate for all positions at this level. KSAs 4 and 5 are to be used in accordance with their appropriateness for the specific assignment. 1. Advanced knowledge of complex and non-standard treatment and examination procedures and techniques.
  • 2. Ability to plan and assist in the establishment of a completely integrated treatment and examination program.
  • 3. Ability to evaluate new products and equipment and make recommendations concerning developments which would improve operations.
  • 4. Ability to manage the fiscal matters of the functions supervised (which would include fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
  • 5. Knowledge of and ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluation; selection of staff; and recommendation of awards, advancements, and, when appropriate, disciplinary actions.
