What are the responsibilities and job description for the Audio Visual Presentation Specialist position at Veterans Health Administration?

The Primary Purpose of the Position is: To produce visual aids, design, produce and/or execute computer-generated graphics, photographically enhanced media, printed material, artwork to communicate visual information to targeted audiences. In addition, responsible for managing teleconferencing systems for both prerecorded and live classroom settings.

The Organizational Location of the Position is: Visual Information, Medical Media Service, VA North Texas Health Care System, TX.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/10/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: manage videoconferencing equipment and classes, operating audio video equipment in conference rooms, recording live presentations, and video teleconference set-up for live viewing; designing, producing and/or executing computer generated graphics, photographically enhanced media, printed material, and artwork for posters, pamphlets, handbooks and similar types of publications for organization needs; utilizing still photography to document and create original media as requested; selecting a variety of visual graphics to incorporate into various media to communicate information to selective audiences; creating simple video production in studio and on location. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first 18 hours of a Master's Degree..

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Moderate lifting (15-44 lbs); Light carrying (under 15 lbs); Pushing (1/2 hour); Reaching above shoulders, use of fingers, ability to distinguish basic colors, ability to distinguish shades of colors, hearing (aid permitted).

Responsibilities:

This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until January 10, 2025. The initial cut-off date for referral of eligible applications will be January 26, 2024, with subsequent cut-off dates every two weeks until 01/10/2025. Eligible applications received after that date will be referred at regular intervals or as additional vacancies occur on an as-needed basis until positions are filled. Applicants who are referred will be considered for 90 days, after 90 days applicants will have to reapply.


Duties include but no limited to:

Responsible for adapting to new technology as it is introduced, particularly based systems for audio video support, video production and broadcasting, photographic media, graphics, and videoconferencing. Provides audiovisual support for large conferences and certain special events off- station. Create visual media for healthcare staff and Veteran Education. Develops, coordinates and implements a vast array of media products. Through consultation and assistance to educators, is an important part of the education process. Creatively seeks means of improving existing methods and techniques utilizing available equipment and materials, and devises new methods to accomplish assignments of a non-routine nature. Assignments include occasional minor changes in tour of duty.

Videoconferencing:

Assumes full responsibility for videoconferencing for specified conference rooms. Performs equipment tests, obtains and verifies IP addresses, determines most favorable lighting and camera angles, projects duplex material (computer presentation and speaker image) simultaneously, trouble shoots and corrects image and audio problems, and provides customers high quality image and clear audio thereby ensuring successful video conferences.

Audio Video:

Serves in an audiovisual production capacity or media production and special projects as designated by his/her supervisor. Prepares and operates audio video equipment in conference rooms. Implements the recording of live presentations and video teleconferences and classroom set-up for live viewing of these conferences. Works with fellow staff members to produce educational video programs utilizing a variety of video production equipment, e.g., cameras, camcorders, advanced video and audio editing and DVD authoring. In both photography and video recordings, demonstrates artistic ability choosing appropriate backgrounds and create physical arrangements to produce aesthetically pleasing renditions with proper use of lighting. Is able to create a mood that is both sympathetic with subject and produces the desired result. Assists clients with instructional design of media productions, e.g., educational objectives, target audience description, script design, formative evaluation, etc.

Graphics Production:

Designs art and copy layout for material to be presented by visual communication media. Confers with requesting individual regarding background information, objectives, presentation approaches, styles, techniques and related production factors. Studies illustrations and photographs to plan presentation of material, product or service. Determines size and arrangement of illustrative material and copy, selects style and size of type, and arranges layout based upon available space, knowledge of layout principles, and esthetic design concepts. Drafts of finished layout design concept and contacts requester for comment, modification, approval, etc. Formulates basic layout design concept and conducts research to select and secure suitable material. Final products can be for use in publications, exhibits, consultations, and research or teaching activities. Interprets customer information into visual aids by use of computer software and design principals to create print and electronic material. Proficiency in Microsoft Office and Adobe Creative Cloud software.

Microcomputer-based Photography:

Uses a variety of cameras, photographic media, lighting equipment and related processes to accomplish varied medical/general photographic assignments. Duties include medical/biological documentation including patient and surgical photography, research documentation, evidence photography, copy work, and employee/public relations assignments. Uses microcomputers to create and arrange images and text suitable for publication, reference and/or presentation. Works directly with end users to facilitate their own creation of computer-generated products.
