Summary

The position serves as an Industrial Hygienist within the VA Portland Health Care System at the Vancouver, WA Location. The Industrial Hygienist performs various duties in an Industrial Hygiene program to access work practices and environmental conditions for hazards to the health and safety of workers.

    Duties

    The major duties include but are not limited to :

  • Asbestos control and abatement, ethylene oxide, formaldehyde, hearing conversation, hazard communication, nitrous oxide, mercury, hazardous and infectious waste management, water testing and treatment, respirator program, and anti-neoplastic drugs.
  • Performs various duties in an Industrial Hygiene program to access work practices and environmental conditions for hazards to the health and safety of workers. Duties include conducting studies of work operations and processes, examining work environments, analyzing findings, promulgating recommendations, and preparing various reports. Environmental conditions involve a variety of hazards including physical, chemical, and biological hazards; ionizing and non-ionizing radiation; and other environmental agents.
  • Assigned work areas include industrial shops, surgical suites, production areas, laboratories, research areas, confined spaces and outdoor work sites.
  • Regularly inspects the medical center to identify potential occupational health hazards and the need for further investigative studies and surveys.
  • Studies and surveys performed involve determining compliance with various established criteria, evaluating exposures, and advising on control measures and changes in work procedures or schedules to comply with established health requirements, and providing information for evaluation purposes.
  • In performing surveys / studies, incumbent must : 1) select or devise methods and instruments; 2) personally or through others, conduct measurements; and 3) study and test materials associated with the work operation or work environment.
  • Performs analysis to determine nature and degree of toxic materials present.
  • Interprets results of studies for the work environment in terms of possible impairment to health, nature of health impairment, potential for medical center damages, etc., and presents specific conclusions and recommendations to appropriate management and health officials.
  • Determines the need for and effectiveness of, control measures and changes in work procedures.
  • Recommends procedures that will be suitable and effective for the environment.
  • Receives and disposes of hazardous wastes and maintains appropriate records in accordance with existing EPA standards, state laws, and VA regulations.
  • Prepares comprehensive and legally sufficient written reports of all monitoring activities performed which are subsequently incorporated into comprehensive reports prepared to assess the overall effectiveness of the industrial hygiene program. Ensures proper documentation of employee exposures in medical records.
  • Work Schedule : Monday through Friday, 7 : 30 am - 4 : 00 pm.

    Physical Requirements : The performance of duties requires long periods of walking, standing, crawling, kneeling and bending. Moderate lifting and carrying of equipment, use of personal protective devices, and work in hazardous and confined spaces is required. Use of all appendages, good vision, and hearing are necessary. Emotional and mental stability are required.

  • Qualifications

    To qualify for this position, applicants must meet Driver's License Requirement, Basic Requirements and Specialized Experience within 30 days of the closing date of this announcement, 02 / 28 / 2025.

    Driver's License Requirement : Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. NOTE : We cannot accept photographs, therefore; please do not submit a copy of your driver's license with your application package. If an interview is requested, you may be required to provide a copy of your valid state-issued driver's license.

    Basic Requirements : You must meet one of the following basic requirements below to be eligible for the GS-0690, Industrial Hygiene job series. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. NOTE : Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.

    Applicants must meet one of the following Basic Requirements :

  • A bachelor's or graduate / higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; ~OR~
  • A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; ~OR~
  • Certification from the American Board of Industrial Hygiene (ABIH). Note : You must submit a copy of your certification with your application. Certification cannot be credited without documentation.
  • Please note :

  • Courses in the history or teaching of chemistry are not acceptable.
  • For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the ABET (Accreditation Board for Engineering and Technology) as a professional engineering curriculum.
  • In addition to meeting one of the Basic Requirements above, applicants must also meet one of the grade specific requirements listed below : You may qualify based on your experience and / or education as described below :

  • Specialized Experience : You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Industrial Hygienist, and that is typically in or related to the work of the position to be filled. Specialized experience involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls. Such work must have involved experience in all of the following areas : the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment.
  • Examples of Specialized Experience includes but is not limited to : Plans, organizes, implements, oversees and provides technical assistance for projects to resolve industrial hygiene related problems; Develops and implements facility regulations, policies, guidelines, and programs related to the Industrial Hygiene programs; Evaluates hazardous materials in the workplace to determine appropriate controls and personal protective equipment that are needed to mitigate exposures; Develops a comprehensive industrial hygiene program consisting of environmental monitoring, record keeping, medical surveillance, personal protective equipment, respiratory fir testing, hazardous material management, asbestos control and education and training; Presents specific conclusions and recommendations to appropriate management and health officials. OR,

  • Education : Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that provided the knowledge, skills, and abilities necessary to do the work of the Industrial Hygienist position. (TRANSCRIPTS REQUIRED) OR,
  • Combination : Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience as described above and graduate level education beyond the second year (36 semester hours) that provided the knowledge, skills, and abilities necessary to do the work of the Industrial Hygienist position. To determine if you met these requirements, total your qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; then add the two percentages. The total percentage must equal at least 100 percent to qualify. Please see Education section for an example. (TRANSCRIPTS REQUIRED).
  • Preferred Experience : Three years as an Industrial Hygienist with experience in Asbestos testing, ergonomics and fit testing.

  • The position to be filled is an Industrial Hygienist, GS-0690-11. An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1 / 2 years of creditable graduate level education. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1 / 2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.)

HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.

    Pursuant to VHA Directive 1193.01, VHA health care personnel (HCP) are required to be fully vaccinated against COVID-19 subject to such accommodations as required by law (i.e., medical, religious or pregnancy). VHA HCPs do not include remote workers who only infrequently enter VHA locations. If selected, you will be required to be fully vaccinated against COVID-19 and submit documentation of proof of vaccination before your start date.
