Summary

This position is located at the Hudson Valley VAMC - Montrose in the FMS department. The incumbent will serve as a technical expert Industrial Hygienist, responsible for establishing, planning, organizing and managing a comprehensive occupational health program.

Duties

  • Duties include but are not limited to;
  • Develops, implements, maintains, and coordinates a comprehensive industrial hygiene program.
  • Develops and implement facility regulations, policies, guidelines, and programs.
  • Performs various duties in Industrial Hygiene program to access work practices and environmental conditions for hazards to the health and safety of workers; conducts studies of work operations and processes, examines work environments, analyzes findings, promulgates recommendations, and prepares various reports; and works in various environmental conditions.
  • Regularly inspects the medical center to identify potential occupational health hazards and the need for further investigative studies and surveys.
  • Determines compliance with various established criteria, evaluating exposures, and advising on control measures and changes in work procedures or schedules to comply with established health requirements, and providing information for evaluation purposes.
  • Participates in the developing courses of instruction for facility personnel.
  • Provides liaison with and serves as the point of contact for other Federal, State, and local officials concerned with implementation and compliance of statutory and regulatory occupational health requirements.
  • Conducts a full and comprehensive industrial hygiene and environmental health program evaluations and inspections of both Montrose and Castle Point sites.
  • Performs all other related duties as assigned.
  • Work Schedule : Full-Time, Monday - Friday, 8 : 00am to 4 : 30pm

    Physical Requirements : The performance of duties requires long periods of walking, standing, crawling, kneeling, and bending. Moderate lifting and carrying of equipment, use of personal protective devices, and work in hazardous and confined spaces is required. Use of all appendages, good vision, and hearing are necessary. Emotional and mental stability are required.

  • Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

    GS-12 grade level : One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes :

    BASIC EDUCATION REQUIREMENTS : Applicants must meet one of the following requirements :

  • A bachelor's or graduate / higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; OR
  • A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; OR
  • Certification from the American Board of Industrial Hygiene (ABIH). Note : Courses in the history or teaching of chemistry are not acceptable.
  • SPECIALIZED EXPERIENCE - In addition to meeting one of the above requirements, applicants must have at least one (1) year of specialized experience that equipped them with the knowledge, skill and ability to successfully perform the duties of this position, and that is typically in or related to the work of this position. To be creditable, this specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service. Specialized experience includes; Knowledge of industrial hygiene principles, procedures, standards, equipment, techniques, and methods; developing and implementing an industrial hygiene program; performing analysis to determine nature and degree of toxic materials; knowledge of Environmental Protection Agency (EPA) standards (such as hazardous waste, drinking water, medical waste, etc.); conducting surveys / studies of work operations regarding hazardous conditions; and developing industrial hygiene policies, procedures, and reports. Such work must have involved experience in all of the following areas : 1) the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; 2) the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and 3) the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment.

    T here is no educational substitution for the GS-12 level.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.

    The Interagency Career Transition Assistance Plan (ICTAP) and Career Transition Assistance Plan (CTAP) provide eligible displaced VA competitive service employees with selection priority over other candidates for competitive service vacancies.
