Job Description
Title: Veterans Services of the Carolinas – Assistant Clinical Director
Position Summary:
The Assistant Clinical Director provides clinical and non-clinical support to the two specific outreach programs within VSC; HOPE (Healing Outreach Partnerships for Empowerment), and PATH (Projects for Assistance in Transitioning from Homelessness). This support includes the clinical oversight of Peer Support Specialists that conduct extensive outreach and provide intensive peer support services for clients that are transitioning from homelessness and may struggle with suicidal ideations, co-occurring mental health and substance use challenges. The Assistant Clinical Director acts as a liaison between all ABCCM programs by providing proactive intervention, coordination of care and clinical oversight to eligible members identified and enrolled in HOPE/PATH. The Assistant Clinical Director conducts comprehensive clinical assessments to assist with determining eligibility for HOPE/PATH programs. Assistant Clinical Director provides individual coaching and therapy to enrolled participants until they are connected to long-term community mental health care in HOPE/PATH as appropriate. Additionally, the Assistant Clinical Director assists HOPE/PATH staff in connecting enrolled individuals to the VA healthcare system and/or appropriate local community medical and behavioral health clinics. The Assistant Clinical Director works with the participant and care team to alleviate inappropriate levels of care or care gaps through assessment, multidisciplinary team care planning, linkage and/or coordination of services, and clinical support across ABCCM and other healthcare network(s) with existing or new care team members.
This position is remote based in North Carolina and will report to the Director of Outreach at Veterans Services of the Carolinas.

Classification –Full Time salaried position with flexible hours, including occasional evenings and weekends.

Duties / Responsibilities:
· Manages bi-weekly meetings focused around case conferencing and client goal setting with interdisciplinary team consisting of HOPE/PATH peer support specialists, both at a regional and statewide level.
· Facilitates an educational series on a monthly basis with VSC staff on issues pertaining to mental health and substance use challenges as well as case management strategies.
· Conducts clinical groups and/or individual coaching sessions for mental health and substance dependence for ABCCM participants currently enrolled in services.
· Conducts comprehensive clinical assessments for HOPE/PATH potentially eligible individuals.
· May review case notes and ISP’s/PATH Plans conducted by the HOPE/PATH team to ensure all areas of the enrolled individuals mental health and substance use needs are being addressed.
· Implements strategies for effective consultation and staffing of needs with ABCCM staff supporting complex needs and participant issues.
· Works collaboratively with HOPE/PATH staff to create a behavioral crisis plan for enrolled individuals that includes problem definition, physical/cognitive limitations, health risks/concerns, medication alerts, baseline functioning, signs/symptoms of crisis (triggers), de-escalation techniques as needed. This plan will tailor to the member’s needs and desires and utilized by ABCCM peer support specialists.
· May provide crisis intervention, coordination, and care management if needed while members are enrolled in ABCCM programs.
· May participate and facilitate in cross-functional clinical and non-clinical meetings and other projects to support VSC and ABCCM; as well as local providers.
· Provide supervision and staffing with ABCCM team working with complex and co-occurring needs clients who require assistance accessing health care services or adhering to health care plans.
· Works with VSC Director of Outreach to review bio-psychosocial and clinical assessments utilized by HOPE/PATH staff.
· Identifies problem areas, and works in collaboration with the Director of Outreach to provide quarterly reports to VSC Managing Director and VSC Leadership team to address unhealthy trends and practices.
· Attends state and federal training on grant programs to ensure training curriculum remains accurate and incorporates material in appropriate and timely fashion.
· Assesses current plan, needs of agency, information requirements, available resources, and works with VSC leadership team annually at VSC leadership retreat to support strategic plan.
· Participates in all appropriate staff, supervision, and training meetings.
· Assumes other duties as assigned by Senior Management.
Skills / Competencies:
· Executes skills in Motivational Interviewing (MI), Critical Time Intervention model, and Trauma informed Care.
· Exhibit an extensive understanding of the Diagnostic and Statistical Manual of Mental Disorders (current version) and have considerable knowledge of the MH/SU/DD service array provided through the network local, state and federal providers.
· Must possess exceptional interpersonal skills, highly effective communication ability, and the propensity to make prompt independent decisions based upon relevant facts. Problem solving, negotiation, arbitration and conflict resolution skills are essential to balance the needs of both internal clients and external providers.
· Must have thorough knowledge of standard office practices, procedures, equipment and techniques and have intermediate to advanced proficiency in Microsoft office products (Word, Excel, Power Point, Outlook, Teams, etc.)
· Excellent communication skills, both verbal and written.
· Must have or be willing to learn working knowledge of HOPE/PATH programs and understanding of all VSC and ABCCM programs and eligibility criteria of each program.
· Understands service delivery systems, community resource development, be well organized, a self-starter, and able to work as a member of a team.
· Must be highly skilled at shifting between macro and micro level planning, maintaining both the big picture and seeing that the details are covered.
· Must possess a valid driver’s license, with a good driving record; ability to travel regularly within North Carolina.
Qualifications:
Master’s Degree in Human Service-related field (such as Psychology, Social Work, etc.) is required, along with at least two years of post-degree progressive experience providing similar services to the population served. Additionally, valid licensure or certification in profession (social work, counseling or psychology) is required. Provisionally licensed is acceptable, contingent on receiving current proper supervision towards license.

Physical Demands: Must be ambulatory; must be able to operate a vehicle; must have visual/hearing acuity. Must be able to write legibly. Must have sufficient manual dexterity to write and use a computer and other typical office equipment on a regular basis. Must possess dexterity, stand, sit, walk, lift and carry twenty pounds for short distances.
Mental Demands: Must have verbal ability; must be able to comprehend instructions; comprehend/ interpret charts, diagrams, and possess inductive and deductive reasoning.
