Job Summary
The Program Manager for the Veteran Transitional Housing Program is responsible for overseeing daily operations, ensuring the delivery of high-quality services to support veterans' successful transition to stable housing. This role includes supervising staff, managing program compliance, and maintaining a safe and secure environment through the implementation of safety protocols and crisis response. The Program Manager collaborates with VA liaisons, grantors, and community partners to align services with program goals and funding requirements. They assist the Program Director and Clinical Director in managing day-to-day responsibilities to ensure quality client care within the Grant Per Diem Programs, including providing direct case management support for clients. By continuously evaluating and refining program components, the Program Manager ensures the program remains responsive to the evolving needs of veterans.
Essential Functions and Duties
- Supervise and provide oversight of the Office B Staff, Case Management Team, and Program Assistants, ensuring clear communication, accountability, and adherence to program goals. Monitor staff performance, promote professional development, and foster a collaborative work environment that supports the needs of veterans.
- Provide direct oversight and management of the prevailing authority staff (Office B) responsible for campus security and administrative operations. Ensure that staff are well-trained in enforcing safety protocols, maintaining order, and effectively responding to incidents while fostering a respectful and supportive environment for residents and staff.
- Ensure the safety and security of the campus by developing, implementing, and monitoring security protocols, including regular safety drills, access control measures, and emergency response plans. Conduct routine inspections to identify and address potential risks, ensuring a safe environment for residents, staff, and visitors.
- Manage day-to-day program operations, including conducting routine health and safety inspections of clients to maintain compliance with organizational and regulatory standards. Ensure employment readiness assessments are consistently performed and conduct detailed client file audits to uphold documentation accuracy and compliance.
- Attend regular meetings with VA liaisons, program grantors, and community stakeholders to ensure effective collaboration, alignment with program objectives, and adherence to funding requirements.
- Participate in all required meetings, such as GPD clinical meetings and Operations meetings, to facilitate information-sharing, strategic planning, and effective coordination of services. Act as a key representative of the program in cross-functional and interdisciplinary discussions, ensuring alignment with program objectives.
- Lead crisis intervention efforts with residents and staff, providing immediate, calm, and effective responses to emergencies, conflicts, or critical incidents. Ensure all interventions prioritize the safety and well-being of residents, staff, and the community, while maintaining detailed incident records.
- Assist in the screening and assessment of applicants for residential services by evaluating eligibility, conducting interviews, and coordinating with case management to ensure appropriate placement. Provide thoughtful recommendations for admission based on program criteria and resident needs.
- Oversee recruitment, hiring, onboarding, and training of new staff members. Ensure comprehensive orientation and continuous professional development through scheduled training sessions, workshops, and performance reviews. Effectively manage staff scheduling to meet program demands.
- Support the ongoing development, implementation, and evaluation of program components by collaborating with leadership and staff to identify areas for growth. Use data and feedback to refine service delivery, ensuring the program remains responsive to the needs of the veteran population.
- Conduct weekly individual supervision sessions with the Case Management Team and Housing Navigator to review caseloads, provide constructive feedback, and offer guidance on case management best practices. Ensure staff receive appropriate training and development opportunities tailored to their roles.
- Collaborate closely with the Program Director to coach and counsel staff, addressing performance concerns proactively. Administer disciplinary actions in accordance with organizational policies, ensuring timely resolution while maintaining a supportive and respectful work environment.
- Oversee payroll processes and staff scheduling for Case Managers, Office B Staff, and the Housing Navigator. Ensure accurate timekeeping, timely submission of payroll data, and appropriate staffing coverage to maintain seamless program operations.
- Contribute to the development and refinement of policies and procedures that enhance client services and program delivery. Ensure all policies are client-centered, trauma-informed, and in compliance with applicable regulations and best practices in transitional housing services.

Qualifications
- A bachelor’s degree in human services, social work, or a related field is preferred, though equivalent experience in a relevant field will be considered.
- A minimum of 1–3 years of experience in a residential treatment setting or transitional housing program is required, with a track record of successfully supporting vulnerable populations.
- Proven experience in managing and supervising staff, including hiring, training, performance evaluation, and providing ongoing support. Strong leadership skills with the ability to foster a positive and collaborative work environment.
- Demonstrated experience in maintaining accurate client records, conducting compliance audits, and managing data collection processes. Ability to analyze data to ensure program compliance with funding requirements and organizational policies.
- Experience in developing, implementing, and updating program policies and procedures. Ability to ensure staff adherence to established protocols and support continuous improvement through policy evaluation.
- Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and experience with database management systems. Ability to generate reports and analyze data to support program objectives.
- Strong verbal and written communication skills with the ability to engage effectively with diverse stakeholders, including residents, staff, leadership, VA liaisons, and community partners.
- Experience working with veteran populations, particularly those experiencing homelessness or at risk of homelessness, is highly preferred. Familiarity with VA programs, benefits, and resources is a plus.
- Ability to perform all essential functions of the role, including crisis management and emergency response, both mentally and physically. Must be adaptable to changing needs and able to handle high-pressure situations.
- Demonstrated ability to take on additional duties as assigned, with a proactive approach to problem-solving and a commitment to maintaining program integrity and service quality.
