A Clinical Services Manager effectively manages clinical services staff and fiscal resources by monitoring service demand and capacity, overseeing hiring of staff, ensuring staff meet productivity standards, ensuring the service section operates within the overall budget, and ensuring staff obtain authorizations for services.
A person in this class ensures the provision of effective, high-quality services that comply with agency policies, Michigan Department of Health and Human Services (MDHHS), Commission on Accreditation of Rehabilitation Facilities (CARF), and State and Federal regulations by monitoring staff recordkeeping requirements, ensuring the clinical review process is in place, and ensuring MDHHS Plans of Correction are successfully implemented.
A Clinical Services Manager ensures annual employee evaluations are completed, disciplines staff when appropriate, promotes a positive work culture, ensures staff receive orientation and training, and performs other related duties as required.
Required Minimum Entrance Qualifications
Possess a Masters degree from an accredited college or university with a major in Social Work, Psychology, or a closely related field; AND be licensed in the State of Michigan as a social worker, counselor, psychologist, or related field; AND have three (3) years of experience in a mental health or substance use disorder field.
Possess a Bachelors Degree in Social Work, Psychology, or a closely related field, or a Nursing Degree from an accredited college or university; AND be licensed in the State of Michigan as a social worker, nurse, or related field; AND have five (5) years of combined clinical and supervisory experience.
Possess a valid drivers license and the ability to obtain a Michigan Driver License within 30 days of employment.
Must have reliable transportation that may have to be used to carry out job duties of this classification.
Preferred but Not Required
- Bilingual candidates highly desired.
- Lived experiences with mental illness, developmental disabilities, or substance use disorders valued.
- Individuals in recovery and individuals with experience in Armed Services valued.

An employee in this class performs generally sedentary work activities requiring the occasional lifting of objects weighing up to thirty-five (35) pounds.
Environmental Conditions
This employee generally works in office settings, although travel to other locations may be required.

Evaluation Content
Applicants may be subject to a post-offer criminal background check, depending on the nature and assignment of the position. When such a check is conducted, an offer of employment is contingent upon the results of the criminal background check. Appointees must satisfactorily complete a probationary period before the appointment will be considered permanent.

Purpose
The purpose of this recruitment is to establish an eligible list from which to fill present and future vacancies in this classification. For each opening, the Department Head has their choice of the candidates who meet the required minimum entrance qualifications. This list remains in effect for three months unless exhausted or extended.
