GENERAL DESCRIPTION OF WORK:
Manages general, revenue, and payroll accounting to ensure accuracy, compliance, and productivity. Maximizes capabilities associated with the newly implemented ERP system, solving internal control issues and enhancing the financial close process. Independently, given limited direction, oversees a team to provide sound accounting controls, establish and implement internal controls, provide timely and correct financial reporting, and facilitate process improvement. The Controller works across departments to address systemic challenges and align financial activities with business objectives, creating accountability and efficiency.
ESSENTIAL FUNCTIONS:
Coordinates the duties and responsibilities of direct reports to ensure distribution of workload.
Oversees and assists in the preparation of responsible department's operating budgets.
Maintains control of the General Ledger system including overseeing the management of all monthly transactions and financial statements in accordance with established procedures.
Establishes, maintains and drives continuous improvement of internal accounting and administrative controls for the safeguarding of VIA's assets.
Establishes and ensures compliance with VIA's financial policies and procedures. Recommend major economic objectives and policies for company or division to executive management.
Directs and oversees the timely and effective month-end and year-end closing processes of financial information resulting with the highest level of quality and reliability.
Directs and oversees the coordination of quarterly and annual financial reports, to include VIA’s Annual Comprehensive Financial Report and Single Audit Report in compliance with the governmental accounting and auditing and financial reporting standards.
Directs and oversees departments monthly financial reporting, monthly and quarterly regulatory filings and reporting, and other required management reports.
Directs and coordinates audits, to include the annual audit, and schedules outside auditor activities.
Determines and implements appropriate accounting processes for all agency initiatives that have an accounting impact.
Recommends and implements improvements for accounting policies and procedures as needed. Works with other departments to ensure that the accounting system provides information useful for decision-making.
Responsible for handling accounting aspects of any system conversion projects.
Responsible for updating and maintaining all finance related authorization forms associated with fiscal policies and procedures.
Responsible for assessing and implementing all Generally Accepted Accounting Standards (GASB) and Generally Accepted Accounting Principles (GAAP) requirements and ensuring that VIA is complying.
Acts as a resource to and liaison between VIA departments as well as external contacts. Provides technical guidance and direction.
Coordinates the completion of accounting projects as directed by the Vice President of Fiscal Management and/or Chief Administration Officer.
Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established VIA policies, procedures, and guidelines.
This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.
REQUIRED EDUCATION AND EXPERIENCE:
Bachelor’s degree in finance, accounting, or related field and ten (10) years of accounting experience with four (4) years of supervisory experience.
Certification as a Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO).
Preferred Education And Experience
Master’s degree
ADDITIONAL REQUIREMENTS:
Knowledge of Federal, State, and local provisions, regulations, and guidelines pertaining to the utilization of funds.
Knowledge of principles, practices, and methods of Federal Transit Administration National Transit Database reporting and Uniform System of Accounts (USOA).
Knowledge of theories, principles, and practices of fiscal management and government accounting.
Knowledge of principles and practices of financial record keeping.
Must be able to analyze and interpret fiscal records, prepare accurate and complete financial statements and perform work requiring a high level of knowledge in accounting theory and practice.
Must be able to solve complex accounting problems innovatively in situations where only general policies and procedures exist.
Must be able to work independently using analytical skills, initiative and good judgment while performing work that requires making decisions based on precedent and VIA policy.
Must be proactive and work to ensure that VIA is utilizing best practices. Must be effective at developing new procedures to meet the demands of new situations.
Must have thorough knowledge of all work performed, and the ability to perform the tasks in emergency situations.
Must be able to maintain complex accounting records.
Must be able to utilize a personal computer and associated software programs.
Must be able to supervise work of clerical, administrative or technical subordinates in a variety of situations.
Must be able to maintain confidentiality of highly sensitive information such as employee pay rates and budget data.
Must have ability to read and understand complex materials such as reports, instructions, manuals, etc.
Must be able to maintain good work attendance.
