GENERAL DESCRIPTION OF WORK:
Individual is responsible for providing technical support services necessary to optimize maintenance programs efficiency and effectiveness for VIA’s Fleet and Facilities Division. Technical support will range from issue identification and resolution to the development of vehicle maintenance procedures and development of maintenance personnel knowledge and skills. Provide technical support to ensure equipment and facilities reliability utilizing best practice problem solving methods to recommend system upgrades, review and approve new products, and apply continual quality assurance and quality control measures. Relies on significant experience and knowledge to work with persons inside and outside VIA in the procurement, review, and evaluation of technical and complex Fleet and Facilities equipment and materials
ESSENTIAL FUNCTIONS:
Monitors the vehicle and facilities maintenance operation to identify technical issues adversely affecting the efficiency and effectiveness of the vehicle and facilities maintenance programs.
Researches and writes technical documents like Technical Service Bulletins, Work Instructions, Technical Manuals, and Maintenance Procedures for the Fleet and Facilities Division.
Works with the Fleet and Facilities staff to thoroughly define the causes and effects of identified maintenance issues.
Works with the Fleet and Facilities staff to develop and implement maintenance practices, processes, and equipment configuration changes to resolve equipment reliability deficiencies and to maximize parts, materials, and labor efficiencies.
Performs physical tests and measurements of vehicle operating systems, components, materials, and supplies.
Researches vehicle and facilities operating and repair information using the VIA maintenance reporting software systems; contractor provided information; local, state, and federal regulations and guidelines; and other providers of technical information.
Conducts reliability, life, failure, and cost analysis of vehicle and facilities components, materials, and supplies.
Evaluates Request for Approval submissions made by component, material, and supply vendors and issues determinations of qualification following a technical analysis of the submitted product and the preparation of sound rationale for the determination.
Directly communicates complex technical information to and from engineering and service personnel of Fleet and Facilities component manufacturers and suppliers.
Communicates maintenance related information to and from VIA personnel of the Procurement, Storeroom, Training and Development, and Risk Management Departments.
Communicates repair, service procedures, and technical information to personnel
throughout the Fleet and Facilities Division.
Develops plans of action to address equipment performance or operational issues. Plans are based on thorough and accurate research, manufacturer recommendations, and best practice repair techniques.
Develops and documents maintenance procedures in a standardized format for dissemination to all maintenance, procurement, and storeroom staff.
Works with support staff to manage and control maintenance documents like service bulletins, standard operating procedures, and technical specifications.
Works with VIA’s Document Retention Officer to manage and control Fleet and Facilities documents according to VIA’s document retention schedule and in accordance with state regulations.
Creates vehicle operation and maintenance related spreadsheets and graphical information using software applications of VIA IT systems.
Prepares presentations (oral, written, and graphical) of vehicle maintenance related research, analysis, findings, and procedures.
Assists in the evaluation of maintenance personnel skill levels to identify training needs.
Works with Maintenance Training to research, coordinate, and develop training programs and materials for maintenance personnel within the Fleet and Facilities division.
Performs quality inspections of vehicle maintenance procedures.
Implements and manages quality assurance programs like fluid analysis.
Performs cost/benefit analysis to optimize vehicle maintenance and assists in the development of Fleet and Facilities Division budget planning.
Confers with supervisors and repairpersons on technical issues.
Initiates and tracks vehicle campaigns.
Schedules/coordinates vehicles and facilities for testing as required.
Keeps abreast of and incorporates the latest and greatest technical, written, and quality advances related to this field that results in a highly professional, efficient, and effective final product promoting continuous improvement.

EDUCATION AND EXPERIENCE:
Bachelor’s Degree from an accredited college or university in Project Management, Mechanical Engineering, Fleet and Facilities Maintenance, or related technical field. Five years’ technical experience working in a heavy equipment maintenance organization with a focus on repairing and ensuring reliability of fleet and facilities equipment. An equivalent combination of education and/or experience may be considered.
ADDITIONAL REQUIREMENTS:
Must have the ability to visually evaluate and discern pneumatic, electrical, hydraulic, and general mechanical systems. Must be able to read electrical and hydraulic diagrams.
Must have strong analytical skills and sound judgement and the ability to process technical information with strong deductive thinking and reasoning skills.
Must have technical knowledge and experience working within a large-scale heavy-duty fleet, facilities environment.
Must have knowledge of transit vehicle systems like wheelchair lifts, destination signs, climate control, braking systems, fueling systems, and passenger doors.
Must be able to read complex documents such as contracts, invoices, technical specifications, scopes of work, work orders, and other related items.
Must be able to work with various test equipment and test apparatus, such as volt meters, oscilloscopes, data loggers, and power supplies.
Must have thorough knowledge of the types and properties of materials, supplies, fuels, and lubricants, tools, equipment, and maintenance practices common to transit vehicles.
Must have excellent technical writing skills, the ability to assemble logic diagrams, and the ability to write clearly and succinctly in a variety of communication setting and styles.
Must be able to write technical documents like Maintenance Service Bulletins, Work Instructions, and Maintenance Operating Procedures.
Works with Fleet and Facilities staff to create and write division maintenance plans to meet FTA requirements.
Must be able to speak in a group setting and clearly communicate technical information.
Must have the ability to gauge technical skills of vehicle maintenance personnel using maintenance reporting system information, direct observation and interviews, test information, and quality inspections of work performed.
Must have the ability to communicate orally and in writing to resolve equipment issues with external suppliers and manufacturers.
Must have sufficient color vision to identify colors of electrical wires used in the repair and maintenance of motor vehicles and related equipment. These colors primarily include red, blue, yellow, orange, green, purple, black, white, brown, grey, tan, and pink.
Proficient use of personal computer and considerable knowledge of Microsoft Word, Excel, and equipment maintenance tracking software.
Must be able to use the internet and other research methods to assist in the gathering of technical data.
Working knowledge of mathematics through college algebra and thorough knowledge of measuring nomenclature used in machinery and component parts.
Must be able to establish and manage timelines to meet organizational goals.
Must be able to work independently, within teams, and with general supervision.
Must be able to establish and maintain professional and effective work relationships with VIA associates at all levels of the organization and representatives from outside agencies and contractors.
Must be able to demonstrate a fiduciary obligation to section, division, department, and VIA in handling materials and information of a confidential nature.
Must be able to maintain good work attendance.

Physical ability to occasionally bend, stoop, twist, squat, kneel, climb stairs, reach, work in tight areas, and work in elevated areas.
