GENERAL DESCRIPTION OF WORK:

The Manager of Total Rewards is responsible for managing the day-to-day operations organization’s compensation, benefits, workers compensation, and wellness programs. This role involves making recommendations for effective compensation programs, managing benefits administration, managing wellness initiatives, and managing workers compensation programs.

ESSENTIAL FUNCTIONS:

Lead, mentor, and manage Total Rewards Team.

Serves as liaison between VIA and benefits brokers, third-party administrators, and other external benefits providers maintaining a positive relationship and mediating areas of dispute.

Ensures efficient and cost-effective operations of benefits programs.

Assists in the accounting for insurance funded plans.

Compiles benefit analysis and management reports concerning activity and experience for investigating benefit changes and premium setting by the actuaries as well as the effectiveness of the various programs for Director of Total Rewards.

Works with benefits providers to facilitate efficient and effective open enrollment process while ensuring compliance with plan documents and federal and insurance regulations.

Prepares, updates and disseminates employee communications and benefit summary descriptions (open enrollment kits and employee manual) to reflect changes in provider coverage, plan documents, insurance regulations and contracts, as well as to comply with company policy and federal regulations.

Oversees the self-administration of the flex program which requires strict compliance of federal rules governing employer/employee participation and respective federal reporting to ensure continued eligibility and cost savings to VIA and its workforce.

Oversees the administration of the life insurance program by coordinating the claim requirements by processing of claimants’ and employers’ data to ensure benefit payments based on the enrollment election, beneficiary designation and program provisions.

Administers VIA’s employee assistance program in accordance with the scope of services contract provision.

Administers the Long-Term Disability Program. Coordinates the claim requirement by processing of claimants’, physicians’ and employers’ data to ensure benefit payments based on the enrollment election and program provisions.

Administers the Wellness Program applicable to include health and wellness initiatives throughout the organization.

Ensures the operation, safety and maintenance of onsite fitness centers.

Oversees VIA’s Lactation Program in accordance with the Fair Labor Standards Act.

Manages health fair activities to promote positive health awareness for VIA employees and retirees and their dependents.

Serves as liaison between VIA, medical providers and legal representatives, maintaining a positive relationship and mediating areas of dispute.

May represent VIA at the Texas Workers’ Compensation Commission during formal and informal workers’ compensation hearings.

Oversees special investigations on workers’ compensation cases.

Oversees all internal and external case preparation for hearings, management briefs, etc.

Conducts benefit analysis and management reports concerning activity and experience for the workers’ compensation claims administration.

Prepares monthly reserve report based on activity, reviews weekly off-duty/light duty roster, and reviews average weekly wage calculation for lost time benefits.

Serves as Administrator for the VIA defined benefit retirement plan, the VIA defined contribution retirement plan, the deferred compensation program and the OPEB plan.

Ensures the VIA defined benefit retirement plan, the VIA defined contribution retirement plan, the deferred compensation program and OPEB plan are administered in accordance with stated guidelines and government regulations.

Oversees the annual deferred compensation program fund review with third party provider.

Coordinates the assessment of total and permanent disability determination for becoming entitled to retirement benefits.

Assists with retirement functions concerning beneficiary designations and legal issues relating to changes in marital status.

Develop, implement, and manage compensation programs to include salary structures and incentive plans.

Conduct job evaluations to determine appropriate salary ranges and ensure internal equity.

Develop and manage job descriptions that accurately reflect job responsibilities and requirements.

Develop make recommendations for compensation, benefits, wellness, and workers' compensation policies and procedures. Ensure that all policies are clearly communicated to employees and are consistently applied across the organization.

Update and maintain compensation sustainability guide.

Manage compensation pay equity analysis.

This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.

REQUIRED EDUCATION AND EXPERIENCE:

Bachelor’s degree in a related field and ten (10) years of human resources experience with two (2) years supervisory experience. Experience may be substituted for education on a year-for-year basis up to four years

PREFERRED QUALIFICATIONS:

Professional in HR – PHR (SHRM)

Infor experience

ADDITIONAL REQUIREMENTS:

Considerable knowledge, expertise and experience in the field of benefits administration, personnel management and the principles, practices and techniques of insurance administration.

Thorough knowledge of principles, practices and methods of accounting.

Ability to read, analyze, and interpret complex documents pertaining to benefit plans.

Ability to work with mathematical concepts, such as probability and statistics and interpret financial reports and make adjustments based on findings.

Proficiency in Microsoft Office.

Ability to communicate effectively both orally and in writing.

Ability to make presentations to groups utilizing a high degree of persuasion.

Must have the ability to understand and interpret medical terminology.

Ability to prepare and make qualitative evaluations concerning benefit analysis to determine the cost effectiveness of programs and contracts.

Knowledge of the insurance industry’s standard practices.

Ability to use tact and persuasion in dealing with employees at all levels, medical providers and outside officials.

Ability to perform research, reach independent judgments and advice staff and management of the most advantageous course of action.

Ability to use considerable insight and judgment in analyzing and interpreting data, especially that used in qualifying events and claims decisions.

Effective oral and written communication skills.

Effective supervisory skills.

Ability to read and understand complex material.

Ability to maintain confidentiality of sensitive information.

Knowledge of applicable Federal and State laws.

Ability to attend meetings and other off property functions.

Must be able to maintain good work attendance.

PHYSICAL REQUIREMENTS:

Position requires sitting, standing, and ability to move within VIA facility and to attend off property work related business.

Works within normal office environment.
