Duties & Responsibilities
- Creates new employee records in Banner.
- Verifies TRS eligibility of all employees.
- Maintains an accurate file of employee status changes and agreements by verifying wage/salary amounts.
- Updates employee data in payroll system (Banner System) as needed to ensure accurate payrolls and reports.
- Prepares all payrolls as scheduled by college policies and Federal/State payroll regulations
- Manages student payroll data to ensure Federal Grant Work Study regulations are maintained and monitors student eligibility status;
- Advises supervisors on legal issues regarding Wage and Hour compliance as necessary;
- Maintains a clear understanding of VC’s Employee Handbook and TASB policies in order to answer employee questions and guide supervisors accordingly.
- Coordinates with banks to set up and complete employee EFTs;
- Prepares federal withholding and Social Security deposits; child support, VCF, United Way, bankruptcy and department of education withholdings
- Monitoring all electronic time sheets and leave reports via the portal for accuracy and timeliness; sends reminders accordingly; maintains reports.
- Prepares monthly payroll registers and computer records of all payroll transactions and maintains worksheets via excel.
- Maintains data and produces reports yearly, quarterly, and monthly for IPEDS, TRS, OPR, Workers Compensation, TWC, DOL, AG’s office, and others as needed.
- Processes employee enrollments and terminations from TRS and ORP;
- Serves as coordinator for TRS, ORP and financial services (TSA) companies and employees who participate in them to ensure accurate fund transfers and accounting.
- Communicates with the Executive Director of Human Resources the leave status of employees to ensure that timely notification is given to employees who may exhaust paid leave, change to LWOP status, or other actions which may affect pay and/or benefits;
- Completes requests for unemployment benefits from TWC.
- Provide verification of employment and wages to lenders
- Provide verification of employment and wages to government agencies for State & Federal benefits
- Monthly reallocation of grant funds in conjunction with Grant Department.
- This position will access student records at times and will follow all FERPA guidelines.
General Compensation:
- Conducts Salary Surveys.
- Prepares annual compensation letters for faculty and employee information sheets.
- Conducts annual Banner System roll and proofs all payroll reports accordingly.
Workers Compensation:
- Receives all Workers Compensation reports of injury from supervisors and prepares claim submissions to WC carrier;
- Serves as liaison between WC carrier (CAS), employees and the college
Qualifications
- Associates Degree required or five years’ payroll and/or accounting experience in lieu of degree;
- Bachelors’ Degree in HR, Business or Finance preferred;
- Experience in processing payroll using financial/payroll software, HRIS system, Excel spreadsheets and word processing programs helpful;
- Knowledge of Wage and Hour laws and payroll procedures required;
- Knowledge of community college retirement systems such as Teacher’s Retirement System of Texas (TRS) and Optional Retirement System (ORP) a plus,
- High level of accuracy required with 10-key calculator and basic office equipment required;
- Communication skills, including use of good judgment and tact concerning release of confidential information is a must;
- Ability to work independently;
- Ability to organize multiple tasks and meet deadlines, plus ability to adapt to changing priorities
Physical Demands
While performing the duties of this job, the employee is regularly required to use hands and fingers to handle controls, key pads, etc. Will be required to sit and reach with hands and arms as well as, sit, stand and walk. The employee must frequently lift and/or move up to 15 pounds while loading office supplies and paper. Specific vision abilities required include close vision, some color vision, and the ability to adjust focus from documents to computer screen. Hearing of light to moderate sound is required by this job. The noise level in the work environment is usually moderate.
The following benefits apply to all full-time positions scheduled to work 30 hours or more each week. These full-time positions are also eligible to participate in our TRS retirement plan.

Participation in the Teacher Retirement System is mandatory (ORP option for eligible employees)
- Currently, the employee contribution is 8.25%. The state and Victoria College, together, contribute 8.25%
