Description
The Community Engagement & Outreach Program Director is responsible for the delivery of services and operations of the Victory Connector and the Mobile Prevention Team. The Victory Connector and Mobile Prevention Team work to improve outcomes, reduce mortality and enhance overall quality of life for individuals experiencing homelessness and exploitation, who are impacted by substance use, behavioral health issues and infectious diseases by seamlessly connecting them to resources and knowledge through navigation, outreach, and education.
Location: The Victory Connector is a harm reduction, navigation, and respite center for women and transgender individuals who use drugs and/or are experiencing homelessness. This includes the coordination of all program services and activities. The Mobile Prevention Team provides comprehensive testing and care linkage services, health education groups, street-based outreach and harm reduction supply distribution.

Essential Functions
- Act in accordance with Victory Programs, Inc.’s Standards of Excellence & Philosophy Care at all times, including maintaining professional ethics, boundaries and client confidentiality and working from a strength-based perspective using evidence base practices (MI, CBT, Harm Reduction etc.)
- Work collaboratively with the leadership teams within the Division of Prevention to coordinate service delivery and maintain staffing patterns at the Connector.
- Ensure that the program is following all statutory and contractual requirements and that policies are being observed and administered by the staff in order to provide proper delivery of services of the highest quality.
- Maintain and train staff on assigned data collection platforms.
- Coordinate on-site prevention services including, but not limited to: HIV/STI testing, health care and social service linkage, syringe services, family planning (including pregnancy testing), overdose prevention and response training and Narcan distribution.
- Ensure outreach, testing, and safety protocols are upheld and report incidents appropriately.
- Support the development, recruitment, and outcomes of appropriate harm reduction group education interventions.
- Serve as an onsite support for de-escalation training for direct care staff, including planning and coordination of incident response drills.
- Coordinate and assist with all internal and external partnerships with programs and organizations.
- Support oversight of Street Outreach program, schedule and services.
- Facilitate staff meetings and monitor participation and attendance.
- Hire, promote and terminate all employees as required with the support of leadership in the agency.
- Supervise, direct, train, and evaluate assigned program staff, ensure all staff receive weekly supervision and periodic performance reviews.
- Ensure orientation and on-going training for all staff.
- Prepare annual budgets, approve accounts payable and monitor monthly financial statements to operate within budget.
- Participate in the Leadership Team meetings, assigned work group activities and other staff meetings as required.
- Represent Victory Programs in meetings and/or conference calls organized by the Department of Public Health, City of Boston, or local task forces as needed.
- Foster and maintain positive provider relationships within the community that our populations access or are in contact with including, but not limited to police and fire departments, emergency medical services, health centers, and addiction treatment clinics.
- Regularly attend training courses to supplement knowledge on topics related to infectious disease, substance use, and homelessness.
- Represent the program(s) to designated funders, as requested by the supervisor.
- Participate and support the agency in program holiday events, State House rallies, fundraising and advocacy events, HIV/AIDS rally and walk, and any additional functions.
- Attend weekly supervision.
- Assist with the preparation of any reports or proposals necessary for program operations.
- Work collaboratively with the Impact and Evaluation Team to ensure accurate, complete and timely data collection and submission.
- Perform any other duties determined necessary by the supervisor.
Individuals with lived experience related to the scope of the work are strongly encouraged to apply.
- Bachelor’s degree in the social services field with project management experience and a minimum of three years of management experience; or five plus years of experience working with priority populations.
- Master’s degree in public health, Social Work, Education, or a related field preferred
- Prior experience in a milieu or drop-in environment serving homeless and/or people who use drugs strongly preferred.
- Prior experience implementing harm reduction initiatives strongly preferred.
- Working knowledge of HIV/AIDS and viral hepatitis, homelessness, substance use, STIs, sex work and working with trafficked individuals as well as health-related social issues faced by persons who use drugs.
- Demonstrated competence in service coordination and networking with other human service and health care providers.
- Strong computer and data management skills.
- Ability to work effectively with individuals of diverse race/ethnicity, sexual orientation, gender identity, sex and drug cultures, age groups, religion, country of origin, disability and economic status.
- Knowledge and experience in administration of a team effort, including team building; familiarity with community resources; and the ability to supervise and manage professional, paraprofessional and peer leader staff.
- Ability to work cooperatively and supportively with other staff as a member of a management team.
- Excellent verbal communication skills including an ability to have open, unbiased, and affirming conversations about sex and substance use risk.
- Ability and willingness to work in an environment that involves potentially hazardous materials (blood borne pathogens, discarded syringes, etc.) and situations that require safety precautions and/or the use of protective equipment.
- Phlebotomy certification/experience or a willingness to be trained in phlebotomy.
- Current TB assessment and current CPR certification (agency provided upon hire).
- Bilingual capacity preferred.
