Description
Incumbent serves as Interim Executive Director for the Vigo County Juvenile Center, responsible for administering, operating, and maintaining the juvenile detention center and providing leadership and supervision to assigned staff.
Example of Duties
  • Oversees and operates facility in accordance with mission statement contained in the detention center policy manual, including periodically analyzing workload, making hiring decisions and terminating, and reviewing salaries of assigned staff. Manages all operations in accordance with Indiana Department of Corrections standards with strong emphasis on training for Director and staff.
  • Assures supervision of all Center personnel, including interviewing candidates, developing training and continuing education programs, determining significant changes in job responsibilities, reviewing reports and job performances, maintaining discipline and resolving problems and conflicts.
  • Maintains cooperative working relationship with various agencies, and promotes awareness of facility activities, goals, and needs to general public.
  • Assists staff with resolving emergencies as needed, including illnesses, disputes, and discipline problems.
  • Administers all matters relating to treatment of detained youth, including programming and daily schedules.
  • Initiates, develops, implements, and evaluates facility policy and procedures.
  • Prepares and submits annual budget for department and adheres to budget.
  • Oversees and directs operations of facility and mechanical equipment, including planning for future needs relating to maintenance and upgrading of facility, and developing appropriate methods of meeting such needs.Attends continuing education workshops and training seminars, representing the facility at state and national associations.
  • Furnishes reports to Sheriff and Detention Center Advisory Board, and Circuit Court Judge.
  • Oversees development and implementation plans and schedules for food services for the facility.
  • Ensures compliance with Department of Education, Board of Health, and Indiana Department of Corrections.
  • May provide testimony in legal proceedings/court.
  • Responds to emergencies on a 24-hour basis.
  • Performs related duties as assigned
Typical Qualifications
  • Masters degree in human relations field preferred, or Bachelor’s degree and three (3) years supervisory experience in the youth services field.
  • Must be at least 21 years of age.
  • Ability to meet all Department and employer hiring requirements, including passage of a drug test.
  • Thorough knowledge of and ability to make practical application of County personnel policies and procedures, and local, state, and federal laws pertaining to juvenile facilities and operations.
  • Knowledge of behavior modification, logical consequences and institutional treatment, and ability to develop policies and procedures for youth related programs requiring state licensing.
  • Working knowledge of basic bookkeeping practices and financial/accounting systems used by the County and all other regulating/auditing agencies, with ability to perform arithmetic calculations to develop and/or revise appropriate procedures, prepare/administer budgets, and accurately complete financial/statistical reports and documents.
  • Working knowledge of universal health precautions and bloodborne pathogens control, and ability to apply such knowledge to protect oneself against infection.
  • Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare detailed written reports as required.
  • Knowledge of basic filing systems and ability to create and maintain accurate and complete Department files.
  • Ability to develop, recommend, maintain, and implement effective programs, goals, and procedures for the Juvenile Center, including reviewing or revising policies and determining appropriate and effective allocation of funds.
  • Ability to enforce facility rules and regulations, resolve conflicts, and take authoritative action as situations demand.
  • Ability to oversee and operate facility in accordance with mission statement contained in the detention center policy manual, including periodically analyzing workload, making hiring decisions and terminating, and reviewing salaries of assigned staff.
  • Ability to assure supervision of all Center personnel, including interviewing candidates, developing training and continuing education programs, determining significant changes in job responsibilities, reviewing reports and job performances, maintaining discipline and resolving problems and conflicts.
  • Ability to properly operate standard office equipment, such as computer, calculator, telephone, copier, and fax machine.
  • Ability to effectively communicate orally and in writing with co-workers, other County departments, local schools, Department of Child Services, and the general public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
  • Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements.
  • Ability to comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
  • Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.
  • Ability to analyze, evaluate, observe, diagnose, and investigate data.
  • Ability to work alone with minimum supervision and with others in a team environment.
  • Ability to work on several tasks at the same time, occasionally working rapidly for long periods and under time pressure.
  • Ability to apply knowledge of people and/or locations, and occasionally plan and layout assigned work projects.
  • Ability to occasionally plan and present public speaking presentation, fund raisers, and/or special events.
  • Ability to occasionally work extended, weekends, and/or evening hours, and occasionally travel out of town for training, sometimes overnight.
  • Ability to occasionally testify in legal proceedings/court.
  • Ability to respond to emergencies on a 24-hour basis.
  • Possession of a valid driver’s license and a demonstrated safe driving record.
Supplemental Information:
Incumbent performs duties in a standard office environment within a detention center, involving sitting/walking at will, lifting/carrying objects weighing 25-50 pounds, bending, reaching, keyboarding, speaking clearly, and hearing sounds/communication. Incumbent maintains considerable contact with detainees and may be exposed to hostile/irate individuals and/or physical violence.
