JOB SUMMARY

This position is responsible for the maintenance of District landscaping assets such as sod (Saint Augustine, Floratam, Bahia, Bermuda and Zoysia), shrub beds, trees, palms, irrigation systems (controls, meters, piping and heads), Maxicom system, basin management, storm water piping systems (outside of roadway right-of-ways), pumping systems and buildings, and backflow prevention. Responsibilities include water resource management including but not limited to water usage, water transfers, water quality, aquatic vegetation control and nuisance vegetative species control. Position responsible for interaction and coordination with the District’s selected consultant(s) regarding regulatory / permit compliance for water resources (ex. NPDES) and annual backflow prevention device inspection and certification. Responsible for coordination, planning, and implementation of landscaping installation / maintenance projects with landscape architects and contractors to deliver results that meet the highest horticultural standards as required by the District. Responsibilities include analyzing and resolving District maintenance issues, establishing effective communication of work priorities with staff, contractors, external stakeholders and community members to ensure implementation of procedures that will prevent and / or correct such problems within designated timeframe, to standards required and within budget.

The establishment of daily communication and a mutually productive working relationship between other Departments and contractors is essential. Maintains and ensures contractual obligations are followed by all contractors while abiding by all state, local, and federal laws required.

ESSENTIAL DUTIES AND RESPONSIBILITIES (Includes, but not limited to)

General

  • Demonstrates availability for rotation on an on-call 24 hours per day, 7 days per week schedule.
  • Provides hands-on maintenance support and assistance as needed.
  • Examines and reviews landscape and water resource documents (plans, specifications, etc.) for conformity with applicable building, mechanical, electrical, and plumbing codes.
  • Communication

  • Meets with Management on a regular basis to discuss project schedules, budgets, issues, coordination, and important organizational information.
  • Analyzes and resolves maintenance issues through communication with and utilization of appropriate contractors by issuing and tracking of work orders, purchase requisitions, etc.
  • Responds to inquiries, requests for assistance, concerns and complaints in areas of responsibility, and maintains an effective relationship with the community and stakeholders.
  • Project Management

  • Establishes and / or adjusts project work procedures and schedules as needed to comply with the established project completion dates.
  • Coordinates and expedites contractor work / projects.
  • Inspects completed work on a regular and timely basis to ensure compliance with contract documents and District Standards for assigned areas of responsibilities.
  • Meets with affected parties regarding inspection results; makes recommendations for changes necessary to achieve compliance; and follows up to verify that corrections have been made to comply with codes and District maintenance standards.
  • Inspects and reports on safety compliance of District assets.
  • Compliance

  • Interprets and ensures compliance of the District policies and safety procedures.
  • Maintains awareness of occupational hazards and promotes and enforces safety precautions in the work place.
  • Follows Department standard operating procedures and policies.
  • Budget / Purchasing

  • Prepares annual budget requests for maintenance and capital improvements, with required documentation and support, within indicated timeframe for assigned District areas for Manager’s review.
  • Assists Managers of Property Management in RFP and / or BID process to establish contract requirements, project scopes, project duration or contract term, pre-approved vendors, and contractor selection.
  • Produces work orders, purchase requisitions, etc. / verify work completion, and issue payment via credit card or internal accounting to meet financial obligations.
  • Participates in the development of both short and long term planning of Capital Improvement Projects.
  • Verifies all project-related invoices within required timeframe to ensure accurate and efficient payment of same.
  • Emergency Management

  • Participates as a member of the District staff as required to act in the event of an emergency.
  • Acts in the assigned role to support the District in disaster preparation and / or disaster recovery efforts as described in the VCCDD Emergency Preparations Operation Plan (EPOP). As a member of District Property Management Department, may be responsible for the coordination of the clearing of roadways and cleaning of drainage structures to prevent local or area-wide flooding.
  • Asset Management

  • Creates, tracks and updates maintenance / replacement schedules for assigned assets under District provided asset management resource.
  • Responsible for entering service requests into the District provided asset management resource.
  • Additional

  • Performs other duties as assigned.
  • May be expected to perform additional duties in an emergency.

  • MINIMUM EDUCATION AND EXPERIENCE

  • Associate’s Degree or equivalent from two year college or technical school; and / or 3 years of related or specified experience or equivalent combination of education and experience.
  • Must have 3 years of practical landscape installation experience in the field.
  • MINIMUM CERTIFICATES, LICENSES, REGISTRATIONS

  • Valid Florida Driver’s License required.
  • Required FEMA (ICS) certifications must be completed within six months of hire.
  • FDOT MOT Intermediate Certification within six (6) months of hire.
  • All candidates and employees must successfully pass background screening.
  • MINIMUM KNOWLEDGE, SKILLS AND ABILITIES

    Knowledge

  • Thorough knowledge of and skill in the operation and proper care of assigned hand and power tools and equipment.
  • Candidate must possess comprehensive knowledge of the practices and techniques of landscape maintenance, agronomy, plant life, plant materials, planting techniques, erosion control, and pesticides / herbicides. Possess working knowledge of landscape design and construction work.
  • Skills

  • Intermediate or better proficiency in personal computer skills, preferably Microsoft Office package involving Word, Excel, Access, Outlook and PowerPoint.
  • Excellent written and verbal communication skills and professional appearance.
  • Abilities

  • Ability to successfully read landscape / irrigation site plans.
  • Ability to successfully read and comprehend materials such as memos, correspondence and written orders as needed to ensure work activities are accomplished according to policy and procedure and exchange or acquire information.
  • The ability to plan, program, organize, and execute assigned projects.
  • Ability to successfully communicate thoughts and ideas in a logical, cohesive and comprehensible manner.
  • Ability to successfully interact with others to include courtesy, tact and diplomacy as needed to provide / gather information, assign and follow up on work duties, and establish effective relationships.
  • Proven ability to provide excellent customer service to our residents.
  • EQUIPMENT

    Position regularly requires the use of office equipment, including but not limited to telephones, personal computers and productivity software; District vehicle (truck, car or golf cart) and occasional use of digital cameras.
