Job Overview
The primary responsibility of this position is to assist the Director of Finance/Clerk-Treasurer by providing essential clerical and election support. This includes managing various administrative tasks, such as organizing documentation, maintaining records, and facilitating communication related to election processes. Additionally, the role involves ensuring compliance with the statutory requirements outlined in Wisconsin State Statute 61.25. This may entail preparing reports, assisting with budget management, and contributing to the overall smooth operation of the election process within the community.
Essential Duties & Responsibilities
- Under the direction of the Director of Finance/Clerk-Treasurer, perform duties related to elections as outlined in Wisconsin Statutes Chapters 5-12. Responsibilities include maintaining voting equipment, ordering supplies, and training election workers, as well as managing an election day polling location.
- Attend Village Board Meetings in the absence of the Director of Finance/Clerk-Treasurer, and record and sign the proceedings.
- In the absence of the Director of Finance/Clerk-Treasurer, if the Director is unavailable, post and publish agendas and other required legal notices.
- Create accurate, clear, and readable written copies of the Village Board meetings, and post or publish the approved minutes as required.
- Under the direction of the Director of Finance/Clerk-Treasurer, prepare and issue permits and licenses as mandated by Wisconsin Statutes, while maintaining a record of all permits and licenses authorized or granted.
- In the absence of the Director of Finance/Clerk-Treasurer, countersign ordinances, rules, bylaws, resolutions, and regulations adopted by the Village Board, and ensure they are published or posted as required by law.
- Act as a backup for the Director of Finance/Clerk-Treasurer by filing and securely keeping all records, books, papers, and property belonging to the office, and providing copies for examination when requested.
- In the absence of the Director of Finance/Clerk-Treasurer, deliver the tax roll to the Village Treasurer and transmit a statement showing the total amount of taxes levied in the Village to the County Treasurer, using forms provided by the Wisconsin Department of Revenue. By February 20 each year, notify the County Treasurer of the proportion of property tax revenue and the credits to be disbursed by the taxation district treasurer to each taxing jurisdiction located in the Village.
- Serve as backup for the Director of Finance/Clerk-Treasurer in duties related to the Board of Review. This includes preparing and publishing all necessary notices, attending the Board of Review meeting, transcribing all proceedings, publishing a record of the proceedings, and notifying Brown County and affected property owners of any changes to assessments.
- Assist in the destruction of Village records in accordance with local ordinances and state statutes.
- Serve as backup to front desk administrative assistants, handling and greeting visitors, answering phone calls, and directing inquiries during breaks, absences, or times of high traffic volume.
- Act as backup to the Deputy Treasurer for utility accounts and meter maintenance.
- Perform all other duties as directed by the Administrator, Director of Finance/Clerk-Treasurer, or Village Board.

- Skilled in scheduling and managing work projects effectively.

- Adept at organizing, assessing, and presenting information clearly, both orally and in writing.
- Knowledgeable in Microsoft Office and municipal accounting software.
- Committed to maintaining regular, punctual, and predictable attendance.
- Effective in communicating and interacting with citizens while maintaining a professional demeanor.
- Able to make sound decisions and exercise good judgment in the absence of supervision.
- Competent in managing multiple work assignments and completing them accurately and on time.
- Detail-oriented with a strong focus on accuracy.
Required Experience, Education & Training
- An Associate degree in Accounting, Business Administration, or a related field is required.
- A minimum of three years of experience in positions such as Clerk, Clerk-Treasurer, Deputy Clerk, Deputy Clerk-Treasurer, or similar roles is necessary.
- Preference will be given to candidates with Wisconsin Certified Municipal Clerk designation.
- The candidate must be able to be bonded.
- A Notary Commission is also required.
