Village Manager Administration Department
General Purpose of Position
Manages and oversees all aspects of economic development, planning, and zoning. This person is also charged with coordinating the activities of all departments, conducting special projects, maintaining the online presence, and serving as the board liaison for all matters.
Major Duties and Responsibilities
Acts as the Village’s Economic Development Coordinator
· Assists in attracting and retaining a diverse business community that supports both residents and visitors to Indian Point
· Maintains, updates, and implements the Village’s policies related to economic development
· Creates and maintains a “user-friendly” system for citizens and developers seeking development opportunities on Indian Point
· Provides administrative support to various non-Village economic development-related organizations
· Researches and evaluates available outside funding opportunities for the Village
· Oversees the development, management, and maintenance of the Village’s geographic information system
· Create and maintain capital improvement plan
Acts as Planning and Zoning Administrator
· Reviews all planning and zoning requests
· Proposes changes to the Village’s zoning and subdivision ordinances to reflect sound planning principles and to ensure compliance with applicable state and federal laws and regulations
· Researches legal descriptions necessary to determine that proposed construction meets current land use regulations
· Maintains and modifies the Village zoning map as needed
· Coordinates review of major developments with appropriate Village staff to assure code compliance
· Ensures that plat maps are correct and properly filed
· Reviews and makes reports on findings to the Planning and Zoning Committee regarding all requests for rezoning or creation of a subdivision
· Reviews all commercial and residential construction documents for compliance with Village land development regulations
· Regularly works with the Village engineer on development
Create and implements the Village ordinances
· Addresses all citizen and business questions regarding ordinances
· Research and write municipal ordinances
· Proposes changes to the Village’s ordinances and procedures needed to implement
Participates in public relations and education
· Serves as the staff liaison to the Board of Trustees, Planning and Zoning Committee, and other groups
· Communicates regularly with various stakeholders, including citizens, Village staff, other government entities, contractors, and developers
· Provides technical assistance to Village officials and the public regarding land use issues as requested
· Develops and implements a communication plan for the Village
Oversees the comprehensive planning processes
· Assures compliance with the Village’s comprehensive plans
· Recommends updates to various plans as needed
· Assists other departments with long-term land use, economic development, or similar plans
Oversees the enforcement of ordinances
· Enforces, with police department and public works assistance, Village residential and commercial ordinances related to building, development, and nuisances
· Responds to complaints from residents regarding ordinance violations, mediates disputes, and resolves neighborhood problems regarding those alleged violations
· Appears in court representing the Village
· Prepares required reports, memos, notices, and correspondence relating to work activities
Coordinates the activities of all departments and employees
· Coordinates the daily work of all departments to ensure cooperation and task completion
· Supervises all departmental staff
· Approves all department purchases prior to orders being placed
· Oversees all purchases to ensure both optimal quality and cost
· Ensures employee performance evaluations for all staff are completed on a yearly basis
· Oversees needed discipline for all staff and tracks all applicable documentation
· Maintains all employee records and files ensuring accuracy, security, and privacy
Develops and manages the municipality budgets
· Proposes line-item budget based on prior year
· Tracks expenditures monthly
· Receives and tracks monthly expenses to stay within budget
· Prepares and distributes the appropriate information needed to prepare the annual budget
· Oversees and maintains an annual budget
Serve as liaison to third party contractors
· Communicate and instruct:

o Legal representation
o Auditor
o Financial contractors
o Benefits provider
Coordinates special projects
· Assists the Board Chairperson and Board of Trustees on special projects
· Completes and coordinates all special projects

Education and Experience
The person in this position must have a bachelor's degree in public administration, urban planning, or a related field. At least five years of progressively responsible local government or urban planning work experience is strongly recommended, with at least three years of supervisory experience. An equivalent combination of education and experience will be considered.
